Building a home in Hacienda Pinilla: design rules, permits and what to expect

Building in Hacienda Pinilla means two approvals, the community's architectural committee and the Santa Cruz building permit, plus written proof of water for your lot.

Overhead view of Casa de Acero's pool, travertine deck and lawn.

You can build a custom home in Hacienda Pinilla, but it takes two approvals: the community's architectural committee reviews your plans first, and then the Municipalidad de Santa Cruz issues the building permit. Water inside the community is supplied through its own water association, so get written confirmation of water for the exact lot before you buy.

This guide is general information, not legal advice. Ask a Costa Rican attorney to read the community documents and the title for your lot before you sign.

It covers where Hacienda Pinilla is, the lot types, HOA fees, the architectural committee, water and the seawater desalination plant, Santa Cruz permits, what heat, salt air and slope mean for the design, and what a build costs at our 2026 rates.

Where is Hacienda Pinilla?

Hacienda Pinilla is a gated, master-planned community in the canton of Santa Cruz, Guanacaste, on Costa Rica's North Pacific coast. The developer gives its address as Santa Cruz, Guanacaste, and describes the community as more than 4,500 gated acres with three miles of coastline (Hacienda Pinilla website, checked November 3, 2026). The area served by its community water association is given as 1,800 hectares, which is about the same size (El Mundo CR, January 5, 2018). The beaches are Playa Avellanas, Playa Langosta and Playa Mansita, the last one next to the JW Marriott (Hacienda Pinilla).

  • Tamarindo: about 15 to 20 minutes north for shops, restaurants and services (KRAIN local guide, June 2026). Our page on building a custom home in Tamarindo covers the town itself.
  • Liberia International Airport (LIR): roughly 80 minutes by road (KRAIN local guide, June 2026). A 2012 Tico Times feature gave 45 minutes from Liberia's airport, so plan site visits with the longer figure in mind.
  • Domestic flights: a flight of about 40 minutes from San José lands at the nearby Tamarindo airstrip (Tico Times, May 2012).

Atlanta developer Hg Pattillo bought the former ranch in 1973, when it was mostly pasture, and the community has grown in stages around a par 72 golf course certified by Audubon International, a beach club, stables and trails (Tico Times, May 2012).

What kinds of lots can you build on in Hacienda Pinilla?

Homesites sit in named residential communities, from golf-front neighborhoods to beach-side ones. Published listings give a feel for the range:

Neighborhood or lot type Example size What the listing says Source
Reserva de Golf, Lot 15 2,583 m² House plans can be bought from the current owner; water listed as city water, sewer as an on-site treatment facility re.cr listing LL2200253 (checked November 3, 2026)
Reserva de Golf, Lot 74 1,949 m² Plans approved by the Hacienda Pinilla construction committee and the municipality Tamarindo Real Estate listing (checked November 3, 2026)
Golf-front estate parcel 5,000 m², 54 m of golf frontage Single-family designation allowing a main residence and a separate guest home; marketed with no HOA fees Dominical Realty listing (checked November 3, 2026)
Las Golondrinas 1,292 m² (Casa Amici, built 2022) Beach-focused neighborhood; home steps from the beach Coldwell Banker Costa Rica (September 2026)

Older neighborhoods such as Villas Malinches, Avellanas and Villas Palmas Real were built in a colonial style (Tico Times, May 2012). Hacienda Pinilla's real estate page listed properties from $595,000 when we checked it on November 3, 2026.

The designation of the lot matters as much as its size. Before you design, confirm whether a guest house, a second level or a pool house is allowed, because that sets what the committee will accept.

Hacienda Pinilla HOA fees and community rules

There is no single fee for the whole community. Every owner pays a monthly fee based on the budget of their own residential community, the budgets are approved each year, and the amount depends on the community and its budget (Coldwell Banker Costa Rica, September 17, 2026). At least one estate parcel has been marketed with no HOA fees (Dominical Realty listing, checked November 3, 2026), so read what applies to the exact lot rather than relying on a neighbor's figure.

The documents to request from the seller, from the reglamento to the budget and contractor rules, are listed in our guide to building inside a gated community in Costa Rica, which also explains the condominium law and how HOA approval fits with the municipal permit.

The Hacienda Pinilla architectural committee and design guidelines

Hacienda Pinilla does not publish its design guidelines on its website. What is on the public record comes from listings and from professionals who have submitted plans there:

  • Listings describe approval by the "Hacienda Pinilla architectural committee" or "construction committee" alongside the municipal permit (Dominical Realty and Tamarindo Real Estate listings, checked November 3, 2026).
  • Lots sold with approved plans are marketed as skipping a typical 4 to 6 month permitting process (Dominical Realty) or a process that normally takes 6 months (Tamarindo Real Estate). These are sales figures for the whole approval stage, not a committee rule.
  • One architecture studio that designs homes in the community, CJarq, says on its website (checked November 3, 2026) that the committee reviews the full set of permit drawings (architecture, structure and electromechanical), that the review fee is $1,000 and that approval usually takes 3 weeks to a month. It lists the committee step ahead of the municipal permit. These are the studio's figures, not published committee rules, so confirm the current fee and calendar with the committee itself.

What to ask the committee for before you design

  • The current design guidelines and the date of the latest revision.
  • Setbacks to each boundary, the golf course and the beach, plus height, roof and site coverage limits for your lot.
  • Approved exterior materials and colors, and whether physical samples are required.
  • Rules for boundary walls, landscaping, exterior lighting and where water tanks, AC condensers and service yards may go.
  • The submittal list, the meeting dates and how many review rounds are normal.

Having these before the first sketch avoids a redesign. A change made at concept stage costs a conversation; the same change after engineering costs new drawings.

Water in Hacienda Pinilla: the ASADA and the desalination plant

Water is the first thing to confirm on any Guanacaste lot. Inside Hacienda Pinilla the water system is run by the ASADA Malinches de Pinilla, a non-profit community water association guided by AyA, the national water and sewer institute. In January 2018 it served the 1,800 hectare area with 179 members and 322 residential and commercial service connections, had just opened a 36 m solar-powered well producing 3.5 liters per second for 12 hours a day, and said it planned to pursue the first desalination plant operated by an ASADA in Costa Rica (El Mundo CR, January 5, 2018). The same report noted the association had been limiting new water availability permits.

Decentra did civil works on the Hacienda Pinilla seawater desalination plant with SANYC Ingeniería.

A desalination plant does not replace the paperwork for your house. The plan registration file must include the Ministerio de Salud water availability and wastewater disposal documents (CFIA, APC documentary requirements). Water is tight around the area as well: Semanario Universidad (June 10, 2026), reporting 2024 data analyzed by UNA's Obtur, found that 17 of the 22 coastal water associations unable to grant new water permits were clustered around Sardinal, Tamarindo, Tempate and Cabo Velas. Get the water availability letter for your lot in writing before you close; our water letter guide explains what it should say.

Wastewater is handled inside the community too: the developer had built a wastewater treatment plant to accommodate 8,000 residents (Tico Times, May 2012), and some lot listings show an on-site treatment facility (re.cr listing LL2200253). Ask whether your lot connects to a plant or needs its own system, because that changes the site plan.

Permits: what the Municipalidad de Santa Cruz needs

Because Hacienda Pinilla is in Santa Cruz, the building permit comes from the Municipalidad de Santa Cruz. The usual order is:

Step Who approves What it involves
1. Design approval Hacienda Pinilla architectural committee Review of the drawing set against the community guidelines
2. Water ASADA Malinches de Pinilla Water availability for the lot and the connection
3. Plan registration CFIA, through its APC platform Plans signed by CFIA-licensed professionals, with the Ministerio de Salud declaration, water availability, wastewater disposal and cadastral plan
4. Building permit Municipalidad de Santa Cruz Permit and municipal construction fee

Santa Cruz has no municipal regulatory plan yet. The mayor expects a coastal and urban plan for the canton in the first quarter of 2027, covering more than land use, including water, urban mobility, flood zones and heat (Teletica, July 19, 2026). Until it takes effect, national rules and the community's own rules govern what you can build, so recheck the status before you design. A lot near the beach also needs a maritime zone check; see building in Costa Rica's maritime zone.

Designing a home in Hacienda Pinilla: heat, salt air and slope

Heat and the dry season

The North Pacific dry season runs from December to March and brings only about 4% of the year's rain, and daytime highs can average 33 °C (IMN, North Pacific climate). Shade the west side and the terraces, keep the roof overhangs deep, open the house to the northeast trade winds that blow in the dry season, and size water storage for the dry months, pool top-ups included.

Salt air

Distance to the surf sets the corrosion class. Under ISO 9223, sites within a few hundred meters of the ocean are category C5 and sites less than 1 km away are C4 (American Galvanizers Association). A house in a beach neighborhood such as Las Golondrinas and one on an inland golf lot can need different specifications for concrete cover, metalwork, windows and AC units.

Wind and earthquakes

All of Santa Cruz is wind zone IV in the CFIA wind guidelines (La Gaceta, March 2023) and seismic zone IV in the Costa Rican Seismic Code (CFIA, CSCR 2010 revised 2014). The structural engineer designs for both, and an exposed lot near the sea needs a full wind design rather than the simplified method for small homes.

Slope and soil

Lot slope varies across the community. Slope adds earthwork, retaining walls and drainage, and the soil study decides the foundation; our guide to building on a slope in Costa Rica explains what that adds to the budget.

How much does it cost to build a house in Hacienda Pinilla?

Our 2026 construction rates depend on the finish level, not on the community, and do not include the lot. For a 350 m² home:

Finish level Rate per m², before land 350 m² home
Mid-range about $1,000 about $350,000
Upper mid-range $1,000 to $1,200 $350,000 to $420,000
Luxury $1,500 to $1,800 $525,000 to $630,000
Ultra luxury $1,800 and up $630,000 and up

A worked example: a 350 m² luxury home ($525,000 to $630,000) with a 30 m² pool at about $2,500 per m² ($75,000) comes to $600,000 to $705,000 of construction. Add design and plans at about 5.5% to 6% of construction value under the CFIA fee schedule ($33,000 to $42,300) and a 10% to 15% contingency ($60,000 to $105,750), for roughly $693,000 to $853,000 before land. Committee review fees, HOA deposits and connection charges come on top; ask the community for the current figures.

Most of our homes take 5 to 8 months on site once the permit is issued. To compare Hacienda Pinilla with nearby towns, see cost to build in Nosara, Tamarindo, Santa Teresa and Uvita.
