Custom home builder in Arenal: La Fortuna and Lake Arenal
Decentra Homes builds custom homes in Costa Rica's Northern Zone (Zona Norte) around Arenal, in La Fortuna below the volcano and on the hills above Lake Arenal. The two areas fall under different municipalities and water systems, and some lots near the volcano need a hazard check, so we confirm the water letter, the hazard map and the lakeshore setbacks on your lot before you buy. Construction starts at a $350,000 minimum budget, before land.

Building around Arenal today
Arenal is one area with two very different sides. La Fortuna is a tourism town at about 253 m elevation on the east side of the volcano, in San Carlos canton, Alajuela province. Its district plan counted about 110 hotels. Lake Arenal, to the west, is a reservoir of about 85 km², and most of its shore belongs to Tilarán canton in Guanacaste province, with Nuevo Arenal as the main town on the north shore.
Both sides are green, wet and windy compared with the Pacific coast. La Fortuna averages 20 to 26 °C through the year with little seasonal change. At the lake, trade winds funnel across the water and shape every design decision from roof pitch to where the terrace goes.
Because the area spans two provinces, the permit office, water supplier and planning rules depend on which side of the lake your lot sits.
La Fortuna and Lake Arenal compared
| Town | Municipality | Typical lots | Water | Zoning or coastal plan |
|---|---|---|---|---|
| La Fortuna | Municipalidad de San Carlos | Volcano-view farm land; rainforest lots near rivers | Local ASADAs; AyA revoked the Sonafluca ASADA delegation in May 2026 | Cantonal plan not confirmed; volcanic hazard review on the western side |
| Lake Arenal (Nuevo Arenal, Tronadora) | Municipalidad de Tilarán; the southeast end of the lake is San Carlos | Lake-view hillside lots, gated parcels and pasture farms | AyA or ASADA by community; some legal wells | Land-use plan in preparation since 2021; 50 m reservoir protection strip |
The plano catastrado decides the canton. Lots near the east end of the lake can fall in San Carlos rather than Tilarán, so we check before you buy.
Land and lots around Arenal
Around La Fortuna, most building land is former pasture and farm land with volcano views, plus rainforest lots along the rivers. Lots are often flat or gently rolling, which keeps site work simpler than on the coast.
Around the lake, lots are on hillsides and ridges looking over the water toward the volcano, from gated-community parcels to pasture farms of several acres near Nuevo Arenal, Tronadora and Santa Rosa. True waterfront is rare. Land below the 550 m level was expropriated when the Sangregado Dam was built, so the shoreline is generally ICE land, and the Forestry Law (Ley Forestal 7575, Article 33) adds a 50 m protection zone along the shores of State-built reservoirs. It also sets strips along rivers and a 100 m radius around permanent springs.
The lake level moves. It stood at 534 m in April 2024 during El Niño and reached 546.93 m in January 2025, its highest since 2005, so a lot that looks close to the water in one season can look different in another.
Water letters and permits by municipality
La Fortuna (San Carlos). Water comes from local ASADAs, and capacity varies. In May 2026 AyA revoked the Sonafluca ASADA's delegation over chlorination failures, illegal connections and repeated rationing; in 2023 AyA had said that system lacked capacity for new connections, and about 540 people were waiting for availability letters. Permits come from the Municipalidad de San Carlos in Ciudad Quesada.
Lake Arenal (Tilarán). Supply depends on the community system, AyA or ASADA, and some rural properties use wells. Living next to the lake does not mean drinking water is available: we confirm a water availability letter, or the legal status of a well, in writing. Tilarán has been building a land-use plan with the Universidad Nacional since 2021, which still needs SETENA and INVU review before adoption, so we confirm the current rules with the Municipalidad de Tilarán.
Volcano hazard. Arenal erupted continuously from 1968 to 2010. The July 1968 eruption killed 87 people and destroyed Pueblo Nuevo and Tabacón, on the west side. The volcano is now resting but still classified as active, with rockfalls the main current hazard. A 2005 hazard map by Soto and Sjöbohm was made as a land-use planning tool, and we check lots on the western side toward the park and Tabacón against it.
We prepare the full file through our permits and water letters service.
Climate and construction considerations
Rain and wind are the design loads here. At the lake, winds above 20 knots are most common from December to February, and cold fronts can bring about 30 knots for four to five days. ICE said December 2024 was one of the wettest months in the reservoir area since records began in 1958. There is no long dry season to schedule around.
That means engineered roof connections and rated glazing on exposed lake lots, generous overhangs, sheltered terraces on the lee side, drainage sized for heavy rain, septic systems designed for wet soils, and materials and ventilation that resist mold. The structure is engineered to the Costa Rican seismic code.
We build in concrete, hybrid and steel. Concrete is our default for foundations and for most homes in this climate. A hybrid can combine a concrete ground floor with a lighter upper level. Our prefabricated galvanized steel frames do not rot and termites do not eat them, which helps in a wet climate. See our construction systems.
What an Arenal home costs
These are our own construction figures for Arenal, before land:
- Basic finish: about $700 per m²
- Mid-range: about $1,000 per m²
- Upper mid-range: $1,000 to $1,200 per m²
- Luxury: $1,500 to $1,800 per m²
- Ultra luxury: $1,800+ per m²
A pool runs about $2,500 per m² of pool, all-in: excavation and grade work, the shell, the finish and the filtration system. LED lighting and other custom features add to that depending on the design. Design and plans run about 5.5% to 6% of construction value under the CFIA fee schedule, and we plan a 10 to 15% contingency.
Site work is usually simpler on flat La Fortuna land, while exposed lake-view ridges need more structure for wind.
Our minimum construction budget is $350,000 USD, before land. Our cost to build guide sets out fees and extras.
Getting there: airports and roads
La Fortuna is about 2.5 to 3 hours from SJO via Route 1 through San Ramón or Zarcero, and about 2.5 to 3 hours from Liberia (LIR) via Cañas, Tilarán and around the lake. Arenal Airport, for local flights, is about 7 km east of town.
Nuevo Arenal is on the paved lakeside road between Tilarán and La Fortuna, about an hour from La Fortuna. Liberia airport is roughly 1.5 to 3 hours away by road and San José about 3.5 hours. Nuevo Arenal has the area's only gas station, plus a pharmacy and hardware and grocery stores.
For owners flying in, Liberia is often the easier airport for the lake, and SJO for La Fortuna. Our Central Valley and Guanacaste pages cover the regions on either side.
Consulting before you buy in Arenal
Every consultation is with a CFIA-licensed engineer and architect with over 20 years of experience. Our construction consulting covers lot selection and pre-purchase checks, builder and budget review, owner's representative site inspections and progress reports, development feasibility, cost and cash-flow projections and design review. It is available anywhere in Costa Rica for any build size, from $300 per hour or quoted by job specifications.
For a lot you are about to buy, our land and construction consulting brings the survey, soil study, zoning, access and water letter together in a written report. If you build with us, the consulting fee is credited to your construction; topographic surveys, soil studies and other studies are paid separately and are not credited.
Our showroom is in Altos de Flamingo, Guanacaste, and we build across Costa Rica with the same team. Message us on WhatsApp at +506 8733-2930 or email info@decentrahomes.com.

Building in the Arenal region: questions
Is it safe to build near Arenal Volcano?
Arenal is resting but still classified as active, and rockfalls are the main current hazard. Lots on the western side toward the national park and Tabacón get extra review against the volcanic hazard map. We check your lot before you buy.
Is water available for new homes in La Fortuna?
It depends on the ASADA serving the lot. In May 2026 AyA revoked the Sonafluca ASADA delegation after repeated rationing, and about 540 people there were waiting for letters. We get the availability letter for your lot in writing before purchase.
Who issues building permits around Lake Arenal?
The Municipalidad de Tilarán for most of the lake, including Nuevo Arenal and Tronadora. The southeast end of the lake and La Fortuna fall under the Municipalidad de San Carlos. The plano catastrado decides.
How windy is Lake Arenal for building?
Winds above 20 knots are most common from December to February, and cold fronts can bring about 30 knots for several days. We design roof connections, glazing and outdoor spaces for that exposure.
How much does it cost to build a house in Arenal?
Construction runs about $700 per m² basic, about $1,000 mid-range, $1,000 to $1,200 upper mid-range, $1,500 to $1,800 luxury and $1,800+ ultra luxury, before land. Our minimum construction budget is $350,000 USD, before land.
How far is La Fortuna from SJO and Liberia airports?
About 2.5 to 3 hours by road from either SJO or Liberia (LIR). Arenal Airport, about 7 km east of town, handles local flights.
