Building a custom home in Liberia today

Liberia is the capital of Guanacaste, known as La Ciudad Blanca for its whitewashed colonial homes, with a population of over 50,000. The land around the city is flat to gently rolling savanna, rising toward Rincón de la Vieja volcano, about 45 minutes away.

Flat inland lots are the simplest sites to build on in the region. The main design challenge here is heat, not salt air or slope, so shade, ventilation and roof insulation lead the design.

Land and lots around Liberia

  • The land

Most custom-home sites around Liberia are flat urban and suburban lots or lots in residential subdivisions, with larger rural parcels toward Rincón de la Vieja. Flat ground keeps earthwork, foundations and access simpler than on the coast's hillside lots.

The canton also reaches the coast at Nacascolo and Papagayo. A draft coastal Gold Coast zone of about 6,000 ha was published in 2024 and contested by community groups, including over the Iguanita Wildlife Refuge, so coastal parcels in the canton need a separate check.

The Municipalidad de Liberia began a canton territorial plan in late 2022. Whether its drafts have been adopted was not confirmed, so we check the current zoning for each lot before design starts.

  • Water in Liberia

AyA supplies the city, and some rural parcels also hold shares in a legal well. In February 2023 it reported unusual consumption spikes and brought in tanker trucks, and in May 2025 residents of Martina Bustos protested after 22 days without water.

Through our land and construction consulting, we confirm whether the lot is on AyA or a legal well and get the water letter before you buy. We then design for on-site storage and rain capture so the house keeps running through dry-season interruptions and the 2026 to 2027 El Niño forecast of up to 50% less North Pacific rain.

Permit checklist for Liberia

Not sure a lot will get a permit and a water letter? Our land consulting checks it before you buy, and the consulting fee (not surveys or soil studies) is credited to your build if you go ahead with us.

  • Building permit from the Municipalidad de Liberia
  • Current zoning for the lot, given the canton plan still in process
  • Water availability letter from AyA in writing
  • Sewer connection where available, or an engineered septic system
  • Heat strategy in the design: deep overhangs, cross-ventilation and insulated roofing
  • Extra checks for coastal parcels covered by the Gold Coast plan draft

Why build in Liberia

  • Next to the airport

LIR is about 11 km from the city and served 1,921,345 passengers in 2024, up 16.1% on the year before.

  • Flat, simple sites

Flat inland lots are the simplest and least costly sites to build on in Guanacaste.

  • Beaches and a volcano nearby

Hermosa, Coco and Papagayo are 20 to 40 minutes away, Tamarindo about 1 hour 15 minutes, and Rincón de la Vieja about 45 minutes.

Questions about building in Liberia

Why build in Liberia instead of at the beach?

Flat lots are simpler to build on, the airport is minutes away and you have city services, while Coco, Hermosa and Papagayo beaches are only about 20 to 40 minutes away.

How should a home in Liberia handle the heat?

Liberia is the hottest, driest part of the region, with daytime highs of 28 to 35°C and a dry season from December to April. We design for deep overhangs, cross-ventilation, insulated roofing and water storage for dry-season supply interruptions.

How much does it cost to build a custom home in Liberia?

It depends on the lot, the slope, the construction system and the finishes. Our projects start at $350,000, and we price each home once we have seen the site and the design.

How long does a build take?

Our homes typically take 5 to 8 months on site. Design and permits come first, including the water letter and a zoning check for the lot.
