Building a custom home in Santa Teresa today

Santa Teresa is a narrow coastal strip with a single main beach road, backed by steep jungle hills. Most custom homes go on hillside ocean- and jungle-view lots, where erosion control and drainage are part of the design from the start.

Infrastructure has lagged behind growth, and getting materials and crews here takes more planning than in Guanacaste. We build that into the schedule and budget from the first site visit.

Municipality
Concejo Municipal de Distrito de Cóbano (Puntarenas)
Nearest airport
Tambor airstrip, about 1 hour away
Road access
About 4 hours from Liberia, or Paquera ferry plus 1 hour
Typical lots
Hillside ocean- and jungle-view lots; flat lots along the main road
Zoning plan
Cóbano coastal plans; 25% coverage in low-density residential zone

Getting to Santa Teresa

Remote compared with Guanacaste towns: about 4 hours from Liberia (Route 21 recommended), about 6 hours by road from SJO, or the Puntarenas to Paquera ferry (about 1.5 h) plus about 1 h of driving. The Tambor airstrip is about 1 hour away.

We build here from our showroom in Altos de Flamingo, with our crews on site for the length of your project. You can visit any time by appointment.

Steep lots and erosion control

  • The land

Behind the beach road, the Mal País and Santa Teresa hills rise steeply, and hillside lots need erosion control. Setena noted in 2023 that a mudslide of sediment occurred at a Playa Hermosa (Cóbano) project before erosion-control measures were finished.

Beachfront land inside the maritime zone (ZMT) is under concession and governed by coastal plans run by the Cóbano Concejo. The Plan Regulador Costero Santa Teresa caps coverage at 25% in its low-density residential zone.

The Peñón de Ario coastal plan, covering north Santa Teresa and south Playa Hermosa, was challenged in two Sala IV amparos admitted in 2023. If a lot falls under a contested plan, we check its current status before you commit.

  • Water and infrastructure

Water infrastructure has lagged the town’s growth, and a 2022 guide advised against drinking tap water. In a 2023 court challenge, residents said SENARA had no validated data on the coastal aquifer, including water-table depth and saltwater intrusion risk.

Through our land and construction consulting, we confirm the lot’s water source and availability letter before you buy. We then design for storage, filtration and rain capture so the house does not depend on a single supply.

Permit checklist for Santa Teresa

Not sure a lot will get a permit and a water letter? Our land consulting checks it before you buy, and the consulting fee (not surveys or soil studies) is credited to your build if you go ahead with us.

  • Building permit from the Concejo Municipal de Distrito de Cóbano
  • Coastal plan rules for the lot, including the 25% coverage cap in low-density zones
  • Current status of the Peñón de Ario plan for lots in north Santa Teresa
  • ZMT concession terms for any beachfront parcel
  • Erosion-control plan in place before earthwork on hillside lots
  • Water availability for the lot, confirmed in writing

Questions about building in Santa Teresa

Who issues building permits in Santa Teresa?

The Concejo Municipal de Distrito de Cóbano, in Puntarenas. It also administers the maritime zone through the area’s coastal regulatory plans.

How hard is it to get materials and crews to Santa Teresa?

Harder than in Guanacaste. It is roughly 4 hours by road from Liberia, or a ferry plus about 1 hour of driving from Paquera, and the main road is rough and dusty. Logistics and material staging add time and cost, so we plan for them in the schedule.

How much of my lot can I build on?

It depends on the coastal plan and zone. The Plan Regulador Costero Santa Teresa caps coverage at 25% in its low-density residential zone, so we confirm the zoning of your lot before design begins.

Is water reliable in Santa Teresa?

Infrastructure has lagged growth, and residents told a court in 2023 that there was no validated data on the coastal aquifer. Confirm the lot’s water source and letter before buying, and plan for storage and filtration.
