Building a custom home in Santa Ana today

Santa Ana is a western Central Valley canton bordering Escazú, Mora, Belén and Alajuela. The valley floor gives way to hills toward Salitral and the Escazú hills, with a warmer, drier microclimate than its neighbor.

The new plan regulador replaced the 1991 plan in October 2026, which changes the rules for many lots. We design new homes to it, and we also renovate existing homes in the Central Valley.

Land and lots in Santa Ana

  • The land

Lots range from gated communities and larger homes with gardens on the valley floor and in Pozos to hillside lots toward Salitral, where the southern hills adjoin the Cerros de Escazú area. Being inland, there is no maritime zone to consider.

The new plan regulador was published in La Gaceta and took effect on October 5, 2026, repealing the 1991 plan. Projects already in process had a short window to keep earlier conditions, and land-use certificates that did not lead to a permit lost their validity, so new projects follow the new plan.

For a house you already own, a renovation can be the faster route than a rebuild. We assess both, and Casa Escazú next door is a full renovation we completed.

  • Water in Santa Ana

Santa Ana is on AyA. In 2021 AyA rated the high zones of Santa Ana red, meaning no new availability letters. In February 2025 it said the Oeste-Sur group serving Santa Ana and Escazú should reach a surplus fastest, and Santa Ana is among the cantons that benefit from its 2025 and 2026 projects.

We still confirm availability for the specific property before you buy, and we check which supplier serves the lot. On hillside lots toward Salitral we design drainage around the slope.

Permit checklist for Santa Ana

Not sure a lot will get a permit and a water letter? Our land consulting checks it before you buy, and the consulting fee (not surveys or soil studies) is credited to your build if you go ahead with us.

  • Building permit from the Municipalidad de Santa Ana
  • A new uso de suelo certificate issued under the 2026 plan regulador
  • Water availability letter for the specific property
  • Plans approved through the CFIA before the municipal permit
  • Condominium or HOA design rules inside gated communities
  • Slope and drainage design on hillside lots toward Salitral

Why build in Santa Ana

  • The Valley of the Sun

Santa Ana adopted the name Valle del Sol in 1971, and its microclimate is warmer and drier than Escazú’s.

  • Room for a garden

Larger homes with gardens and trail access are typical, compared with denser parts of the metro area.

  • A high quality of life

In 2022 Santa Ana had the highest Human Development Index in Costa Rica, at 0.871.

We also build and renovate in neighboring Escazú, and our renovation service covers homes across the Central Valley. Custom homes in Escazú Home renovations

Questions about building in Santa Ana

Does Santa Ana’s new plan regulador affect my lot?

Yes. Since October 5, 2026 the new plan governs land use, and earlier uso de suelo certificates that did not lead to a permit are no longer valid. We get a fresh land-use certificate before design starts.

Is water available for a new home in Santa Ana?

AyA restricted letters in high zones in 2021, but under its 2025 plan the Oeste-Sur system serving Santa Ana is expected to reach a surplus first. We confirm availability for the specific property before you buy.

How much does it cost to build a custom home in Santa Ana?

It depends on the lot, the slope, the construction system and the finishes. Our projects start at $350,000, and we price each home once we have seen the site and the design.

How long does a build take?

Our homes typically take 5 to 8 months on site. Design and permits come first, and in Santa Ana that starts with a land-use certificate under the new plan.
