Building a custom home in Junquillal today
Junquillal sits on the west coast of Santa Cruz canton, in the Veintisiete de Abril district, about 36 km from Tamarindo. It is a small community, with about 180 residents in 2018, and the beach is an important nesting site for leatherback, olive ridley and green sea turtles.
The maritime zone along the beach falls under the Avellanas-Junquillal coastal plan, published in La Gaceta in September 2017. Land further inland is titled property, and Santa Cruz is still writing its first canton plan, so each lot needs its own title, zoning and water check before you buy.

Getting to Junquillal

Land and lots in Playa Junquillal
The land
Local listings show titled lots a short walk from the beach, larger agricultural parcels inland and homes in small gated communities. The first 200 m from the high-tide line is the maritime zone (ZMT): a 50 m public strip where nothing can be built, then a 150 m zone held by concession, not title.
The Avellanas-Junquillal coastal plan covers that maritime zone. Santa Cruz approved it in December 2016 after SETENA, ICT and INVU approvals, and it was published in La Gaceta on September 1, 2017. It sets protection, tourist, mixed and community residential zones, with coverage of up to 70% in community residential areas and a 14 m height limit for tourist lodging.
Titled land outside the maritime zone has no canton regulatory plan yet; Santa Cruz expects to present one in the first quarter of 2027. Through our land and construction consulting we review the title, the zoning and access before you make an offer. The consulting fee is credited to the build if you go ahead; surveys and soil studies are paid separately and are not credited.
Water and site planning in Junquillal
Water availability is confirmed lot by lot, and local listings advertise existing water letters as a key selling point. We get the availability letter in writing from the provider for your specific lot before purchase, and design storage and rain capture into the home. The national weather service forecast up to 50% less rain for the North Pacific in this El Niño, which is expected to last until March 2027.
Inside the coastal plan area, sewage treatment is required and conventional septic tanks are prohibited unless a study justifies them, so we plan an engineered treatment system from the start. The dry season runs from December to April, with afternoon rain from May to November, when the coastal road can turn to mud.
Permit checklist for Playa Junquillal
Not sure a lot will get a permit and a water letter? Our land consulting checks it before you buy, and the consulting fee (not surveys or soil studies) is credited to your build if you go ahead with us.
- Building permit from the Municipalidad de Santa Cruz
- Title study confirming the lot is titled and outside the 200 m maritime zone
- For concession land: zoning and coverage under the Avellanas-Junquillal coastal plan
- Water availability letter in writing for the specific lot
- Engineered wastewater treatment, since the coastal plan restricts conventional septic tanks
- Geotechnical study and structural design to the seismic code
Why build in Playa Junquillal
A long, quiet beach
Junquillal has about 4 km of sand and had held the Blue Flag ecological award for 20 years as of 2022, with far fewer hotels and restaurants than Tamarindo.
A turtle nesting beach
Leatherback, olive ridley and green turtles nest here, and the Verdiazul project runs a hatchery at the north end of the beach during the July to November season.
Surf breaks up the coast
Playa Avellanas is about 15 minutes north and Playa Negra about 30 minutes, with Tamarindo's restaurants and services 45 to 60 minutes away.
Junquillal is on the same Santa Cruz coast as Tamarindo and Playa Grande. If you are still comparing beach towns, our Guanacaste overview covers the wider region. Custom homes in Tamarindo Custom homes in Playa Grande Building in Guanacaste Land and construction consulting

Questions about building in Junquillal
Can I build a house on the beach in Junquillal?
Not on the first 50 m from the high-tide line, which is public zone. The next 150 m is maritime zone land held by concession under the Avellanas-Junquillal coastal plan. Titled land behind the maritime zone is the simpler option for a custom home, and we check title before you buy.
How do you get to Playa Junquillal?
From Liberia airport it is about 1 hour 15 minutes to 1 hour 30 minutes, south toward Santa Cruz and then west through Veintisiete de Abril. The coastal road north to Avellanas and Tamarindo is largely unpaved, so a 4x4 helps in the rainy season.
How much does it cost to build a custom home in Junquillal?
It depends on the lot, the slope, the construction system and the finishes. Our minimum construction budget is $350,000, before land, and we price each home once we have seen the site and the design.
How long does a build take?
Our homes typically take 5 to 8 months on site. Title review, the water letter, design and permits come first, and we plan major deliveries for the dry season.
