Custom home builder in Pavones
In Pavones, the first question is whether a lot is titled land or maritime zone concession, because that decides what you can safely build.

Building a custom home in Pavones today
Pavones is a remote surf village on the southern Golfo Dulce near the Panama border, with Río Claro de Pavones at the river mouth and Punta Banco 4 km to the south. Forested hills rise behind the coast, and many titled lots sit on those hills with ocean views.
In May 2025 the Municipality of Golfito demolished buildings in the first 200 m of the maritime zone at Río Claro de Pavones, where occupants held only pending concession applications. That makes clear title, permits and logistics the core of any project here.

Getting to Pavones
About 7 hours by car from San José, with the last stretch from Río Claro (1.5 h or more) going from pavement to gravel to rough dirt, with single-lane bridges. There is no gas station or ATM in Pavones.
We build here from our showroom in Altos de Flamingo, with our crews on site for the length of your project. You can visit any time by appointment.
Land and lots in Pavones
The land
Most custom-home sites are titled farm and hillside lots inland, many with views of the Golfo Dulce. Along the beach, land sits in the maritime zone (ZMT) and is held by concession, not title, so buyers need to tell the two apart before making an offer.
Concessions require a coastal plan in force and ICT approval, and a foreigner cannot hold a majority of a concession without 5 years of residency. Golfito’s coastal plan for this stretch is Sector Costero B, and the May 2025 demolitions cited the 14 m road right-of-way it shows. Affected residents filed amparos before the Sala IV, and the dispute continues.
For these reasons we focus on titled land outside the 200 m zone. Through our land and construction consulting we review the title, the plan and the access road before you buy. The consulting fee is credited to the build if you go ahead; surveys and soil studies are paid separately and are not credited.
Water and site planning in Pavones
Water supply varies from lot to lot in a village this small, so we confirm the water source for the specific property in writing before purchase and design storage into the home from the start.
The dry season runs from mid-December to April with very strong sun, May to August brings afternoon storms, and mid-August to December is very rainy. Hillside lots need drainage designed for that rain, and we plan deep roof overhangs and shading for the dry months.
Permit checklist for Pavones
Not sure a lot will get a permit and a water letter? Our land consulting checks it before you buy, and the consulting fee (not surveys or soil studies) is credited to your build if you go ahead with us.
- Building permit from the Municipalidad de Golfito for titled land
- Title study to confirm the lot is titled and outside the 200 m maritime zone
- For any concession land: plan in force, ICT approval and the residency rule for foreign holders
- Road right-of-way check against the Sector Costero B coastal plan
- Water source confirmed in writing for the specific lot
- Delivery schedule for materials and crews before the mid-August to December rains
Why build in Pavones
One of the world’s longest lefts
Pavones has one of the longest left-hand point breaks in the world, with rides of a mile or more on good days and good surf at least 150 days a year.
An undeveloped coastline
The Golfo Dulce coast around Punta Banco and Zancudo remains remote and largely undeveloped.
Hillside views over the gulf
Titled hillside lots behind the coast give ocean views while staying clear of the maritime zone.
We have built further north on the South Pacific coast, where our Uvita Jungle House shows how we design for rainforest hillsides. Uvita Jungle House Land and construction consulting

“I engaged with Sean and the owner Sergio to obtain building costs for a residential project in the mountains of the Central Valley. I found them to be very welcoming, informative and accommodating.”
Questions about building in Pavones
Is it safe to buy beachfront land in Pavones?
Beachfront in Pavones is maritime zone concession land, not titled property. In May 2025 Golfito demolished buildings whose occupants had only pending concession applications. Titled land outside the 200 m zone is the lower-risk choice for a custom home, and we check title before you buy.
How do you handle construction logistics in such a remote place?
Pavones is roughly 7 hours from San José, the last stretch is gravel and dirt with single-lane bridges, and there is no gas station or ATM. We schedule materials and crews carefully and plan major deliveries outside mid-August to December, when roads can wash out.
How much does it cost to build a custom home in Pavones?
It depends on the lot, the slope, the construction system and the finishes. Our projects start at $350,000, and we price each home once we have seen the site and the design.
How long does a build take?
Our homes typically take 5 to 8 months on site. Title review, design and permits come first, and in Pavones we also build the delivery schedule around the rainy season.
