Custom home builder at Lake Arenal
At Lake Arenal, the first thing to check is where the lot sits relative to the water, because land below the 550 m level was expropriated for the dam and the shore of this State-built reservoir carries a 50 m protection zone.
Minimum construction budget $350,000 USD, before land
Building a custom home at Lake Arenal today
Lake Arenal is Costa Rica's largest lake, about 85 km² and 30 km long, created in the late 1970s when the Sangregado Dam roughly tripled the original lake. Most of the shore lies in the canton of Tilarán, Guanacaste, with Nuevo Arenal on the north shore and the town of Tilarán about 5 km south of the water.
Nuevo Arenal was founded in 1978 to resettle the families whose village was flooded by the reservoir. The lake level moves a lot: ICE reported 534 m in April 2024 and 546.93 m in January 2025, its highest since 2005. That is why we survey any lakeside lot carefully before you buy.

- The lake
- About 85 km², a reservoir formed by the Sangregado Dam (1979)
- Wind
- Strongest December to February, often above 20 knots
- Maritime zone
- None, the lake is inland; a lakeshore protection zone applies instead
Getting to Lake Arenal
Nuevo Arenal is on the north shore of Lake Arenal, on the paved lakeside road between Tilarán and La Fortuna, about an hour from La Fortuna. Liberia's international airport (LIR) is roughly 1.5 to 3 hours away by road and San José about 3.5 hours.
As a custom home builder in Costa Rica, we build here from our showroom in Altos de Flamingo, with our crews on site for the length of your project. You can visit any time by appointment.
Land and lots around Lake Arenal
The land
The country around the lake is rolling pasture mixed with primary and secondary forest. Listings around Nuevo Arenal, Tronadora and Santa Rosa range from lake-view building lots and gated-community parcels to farms of several acres, many on hillsides that look over the water toward Arenal Volcano.
Land below the 550 m level was expropriated when the dam was built, and the Forestry Law sets a 50 m protection zone along the shores of reservoirs built by the State. Streams add their own strips (15 m in rural areas on flat land, 50 m on broken terrain) and springs a 100 m radius. A listing that says lakefront needs a survey checked against all three.
Tilarán is preparing a canton-wide land-use plan with the National University's Progot program, which it started in 2021 with Cañas and Bagaces; plans go through SETENA and INVU review before the council adopts them. Through our land and construction consulting we confirm the rules that apply to your lot before you buy. The consulting fee is credited to the build if you go ahead; surveys and soil studies are paid separately and are not credited.
Water, wind and rain at Lake Arenal
Living next to a large lake does not mean a lot has drinking water. Supply depends on the local system serving each community, and some rural properties rely on their own wells. We confirm a water availability letter, or the legal status of any well, in writing before purchase.
From December to February the trade winds funnel over the lake and often blow above 20 knots, with cold fronts bringing about 30 knots for 4 to 5 days at a time. The area is also wet: ICE said December 2024 was one of the rainiest months at the reservoir since records began in 1958. We design roofs and openings for wind on exposed ridges, sheltered terraces and drainage for heavy rain.
Permit checklist for Lake Arenal
Not sure a lot will get a permit and a water letter? Our land consulting checks it before you buy, and the consulting fee (not surveys or soil studies) is credited to your build if you go ahead with us.
- Building permit from the Municipalidad de Tilarán
- Survey plan checked against the ICE reservoir land and the 50 m lakeshore protection zone
- Stream and spring protection strips under Article 33 of the Forestry Law
- Zoning confirmed with the municipality while Tilarán's land-use plan is in progress
- Water availability letter, or the legal status of any well, in writing
- Structural design for wind loads on exposed hillside sites
Why build at Lake Arenal
Lake and volcano views
Hillside lots look across Costa Rica's largest lake, and on clear days toward Arenal Volcano at its eastern end.
Wind and water sports
From November to April the western end gets strong, dependable winds, and the lake is known as one of the world's top windsurfing and kitesurfing spots.
Between Guanacaste and La Fortuna
Nuevo Arenal is about an hour by road from La Fortuna, Liberia airport (LIR) is within driving range, and San José is about 3.5 hours away.
La Fortuna sits at the eastern end of the lake below the volcano, and Liberia is the nearest international airport for owners flying in. La Fortuna Liberia Guanacaste Land and construction consulting

Questions about building at Lake Arenal
Can I build right on the shore of Lake Arenal?
Usually not right at the water. Land below the 550 m level was expropriated for the dam, and the Forestry Law protects a 50 m zone along the shores of State-built reservoirs. The level also moves by several metres between dry and wet years, so we check the survey against both lines before you buy.
How windy is Lake Arenal for a home?
Very windy in the dry season. From December to February the wind often blows above 20 knots, and cold fronts can bring about 30 knots for several days. We design roofs, windows and terraces for those loads, especially on exposed ridges.
Who issues building permits around Nuevo Arenal and Tilarán?
The Municipalidad de Tilarán, which covers most of the lake. The canton is preparing a land-use plan, so we confirm the zoning that applies to your lot with the municipality early in the process.
How much does it cost to build a custom home at Lake Arenal?
It depends on the lot, the slope, the construction system and the finishes. Our minimum construction budget is $350,000, before land, and we price each home once we have seen the site and the design.
