Custom home builder in Papagayo
On the Papagayo peninsula, wind, water and the ICT concession shape a custom home before design begins.

Building a custom home in Papagayo today
Peninsula Papagayo is a dry-forest peninsula of about 1,400 acres between Culebra Bay and the open gulf, with ridges, cliffs and small bays. Homesites are mostly hillside and bluff-top ocean-view lots inside a single gated, staffed resort community.
The land is part of the Polo Turístico Golfo de Papagayo, state land administered by ICT and granted by concession. Water has been the main constraint here: a 2019 audit found 12 of 35 concessions lacked access to water.

- Wind
- Papagayo Jet strongest November to March, peaking in February
Getting to Papagayo
About 25 to 30 minutes from Liberia airport (LIR), the shortest airport transfer of any batch-A location.
We build here from our showroom in Altos de Flamingo, with our crews on site for the length of your project. You can visit any time by appointment.
Land and homesites in Papagayo
The land
The tourism pole covers 1,658 ha, of which 1,460 ha can be granted by concession and 198 ha are protected areas or mangroves. On the peninsula, the developer controls design and the ICT concession sets land-use terms, so we review both before you commit to a homesite.
Lots sit on ridges and bluffs, which means steep sites and exposed edges. We engineer foundations and retaining for the slope and confirm the 200 m maritime zone (ZMT) on any lot near a beach.
The Papagayo Jet blows hardest from November to March, with mean speeds over the gulf of about 72 km/h and gusts near 110 km/h. We design for wind loads, roof uplift, wind-driven rain and salt spray, and we work in concrete, hybrid or steel systems as the site requires.
Water in Papagayo
A 2019 audit of the tourism pole found that 34% of concessions lacked access to water, the main reason projects stalled. Over-pumping of the Playa Panamá aquifer had caused a permanent loss of 96 L/s through salinization, and SENARA restricts new drilling there.
Through our land and construction consulting, we confirm how the homesite is supplied before you buy. The consulting fee is credited to your build if you go ahead; surveys and soil studies are paid separately and are not credited. We also design storage so the home is ready for the long dry season.
Permit checklist for Papagayo
Not sure a lot will get a permit and a water letter? Our land consulting checks it before you buy, and the consulting fee (not surveys or soil studies) is credited to your build if you go ahead with us.
- Building permit from the Municipalidad de Liberia
- Tenure of the homesite under the ICT concession, confirmed by a Costa Rican attorney
- Developer design approval inside the master-planned community
- Water supply for the homesite confirmed in writing
- Structural design for Papagayo wind loads and salt exposure
- ZMT status for any homesite near a beach
Why build in Papagayo
Marina and resorts on one peninsula
Marina Papagayo has 180 slips, and the peninsula hosts Four Seasons and Andaz within one gated community.
The shortest airport transfer
Liberia airport (LIR) is about 25 to 30 minutes away.
A managed community
Operator Gencom announced more than $100M of reinvestment in the peninsula in 2017, and the community is gated and staffed.
Papagayo sits on the same gulf as Playas del Coco, and our land consulting checks tenure, water and design rules before you commit to a homesite. Playas del Coco Land and construction consulting

“We have had a great experience with Decentra. Their follow up skills are impeccable and they are a one stop shop for all phases of your build.”
“I engaged with Sean and the owner Sergio to obtain building costs for a residential project in the mountains of the Central Valley. I found them to be very welcoming, informative and accommodating.”
Questions about building in Papagayo
Do I get titled land at Peninsula Papagayo?
The Papagayo tourism pole is state land administered by ICT and granted by concession, so tenure can differ from ordinary titled land. Have a Costa Rican attorney confirm the exact tenure of a specific homesite before you buy; we review the concession terms alongside the design rules.
How do the Papagayo winds affect a home design?
From November to March the Papagayo Jet funnels strong winds through the gulf, with mean speeds around 72 km/h offshore. We design structure, roof uplift, window ratings and sheltered outdoor spaces for it from the start.
How much does it cost to build a custom home in Papagayo?
It depends on the lot, the slope, the construction system and the finishes. Our projects start at $350,000, and we price each home once we have seen the site and the design.
How long does a build take?
Our homes typically take 5 to 8 months on site. Design and permits come first, and on the peninsula that includes the developer's design approval.
