Building a custom home in Playa Flamingo today
Playa Flamingo is a compact beach town on a point, with the main road running along the beach and homes climbing the hills behind it. Most custom homes here go on hillside ocean-view lots above the beach and the marina, which reopened in June 2022.
Water is the first thing to settle on any lot. The Cabo Velas district, which includes Flamingo, was listed in 2024 among the areas where ASADAs had no technical feasibility for new water permits, so we confirm the water letter before you buy.

Getting to Playa Flamingo
About 41 km (27 mi), roughly 1 hour, from Liberia airport (LIR). Routes 21 and 155 via Huacas are fully paved; the faster Route 911 'Monkey Trail' has two river crossings.
We build here from our showroom in Altos de Flamingo, with our crews on site for the length of your project. You can visit any time by appointment.
Land and lots in Playa Flamingo
The land
Most sites are on the hills behind the beach, where homes look out over the bay and the marina. Those lots need slope and drainage engineering from the start, and we plan both before the design is fixed. Larger, flatter lots sit inland toward Potrero, Brasilito and Huacas.
The maritime zone (ZMT) covers the first 200 m from the high-tide line: a 50 m public zone where building is prohibited, then 150 m held only by concession. Non-Costa Rican concession holders need 5 years of legal residency, so we confirm where a lot sits before you make an offer.
Santa Cruz has no municipal regulatory plan yet, and the mayor has targeted a coastal and urban plan for the first quarter of 2027. Until then, national rules, the ZMT and any condominium or HOA rules set what you can build.
Water in Playa Flamingo
Flamingo draws on coastal aquifers under heavy pressure. SENARA banned new wells in the Brasilito-Potrero aquifer in 2016 after salt intrusion, AyA reported a sharp rise in consumption in Flamingo in February 2023, and the district was on the 2024 list of areas without capacity for new permits. Supply can come from AyA or an ASADA depending on the street.
Through our land and construction consulting, we confirm which provider serves the lot and get the water letter in writing before you buy. The consulting fee is credited to your build if you go ahead; surveys and soil studies are paid separately and are not credited. We also design for storage and rain capture, given the IMN forecast of up to 50% less North Pacific rain through March 2027.
Permit checklist for Playa Flamingo
Not sure a lot will get a permit and a water letter? Our land consulting checks it before you buy, and the consulting fee (not surveys or soil studies) is credited to your build if you go ahead with us.
- Building permit from the Municipalidad de Santa Cruz
- Water availability letter from the AyA or ASADA that serves the lot
- ZMT status for any lot near the beach, including concession and residency rules
- Slope and drainage engineering for hillside lots
- Condominium or HOA design rules where they apply
- Current zoning confirmed with the municipality while the 2027 plan is pending

Questions about building in Playa Flamingo
Can I get water for a new home in Playa Flamingo?
Usually, but confirm it before you buy. The area's aquifers are stressed, new wells in the Brasilito-Potrero aquifer have been banned since 2016, and the Cabo Velas district was flagged in 2024 for limited new-permit capacity. We get the water letter from the AyA or ASADA that serves the lot in writing first.
Is there a zoning plan that limits what I can build in Flamingo?
Not yet at the municipal level. Santa Cruz is targeting a coastal and urban plan for the first quarter of 2027. Until then, national construction rules, the 200 m maritime zone and any condominium or HOA rules apply.
How much does it cost to build a custom home in Playa Flamingo?
It depends on the lot, the slope, the construction system and the finishes. Our projects start at $350,000, and we price each home once we have seen the site and the design.
How long does a build take?
Our homes typically take 5 to 8 months on site. Design and permits come first, along with the water letter, so we start that work early through our consulting.
