Custom home builder in Playa Hermosa
Yes, we design and build custom homes in Playa Hermosa, and on every lot here we confirm water first, because this part of Carrillo has a long record of tight supply.
Minimum construction budget $350,000 USD, before land
Building a custom home in Playa Hermosa today
Playa Hermosa is a bay of about 3 km in the canton of Carrillo, between the Gulf of Papagayo and Playas del Coco, which is about 10 minutes south. Hotels and homes sit on the hillsides around the bay, and Liberia airport is roughly 30 to 35 minutes away on paved roads.
Playa Panamá, the next bay north, lies inside the Polo Turístico Golfo de Papagayo, the tourism zone the ICT administers. In April 2026 the Sala Constitucional froze tree felling and some construction permits there while it hears a constitutional challenge, so the two beaches can fall under very different rules.

- Municipality
- Municipalidad de Carrillo, Sardinal district, Guanacaste
- Nearest airport
- Liberia (LIR), about 30 to 35 minutes on paved roads
- The beach
- About 3 km of sand, with Playas del Coco about 10 minutes south
- Water supply
- AyA network, reinforced by the Las Trancas aqueduct (an extra 120 L/s for the area)
- Aquifer limits
- SENARA restricts drilling in the Playa Panamá, Sardinal and Coco-Ocotal aquifers
- Playa Panamá
- Inside the ICT's Papagayo tourism zone; Sala IV measures since April 2026
Getting to Playa Hermosa
Liberia's Daniel Oduber airport (LIR) is about 30 to 35 minutes from Playa Hermosa on paved roads. Playas del Coco is about 10 minutes south.
As a luxury home builder in Costa Rica, we build here from our showroom in Altos de Flamingo, with our crews on site for the length of your project. You can visit any time by appointment.
Land and lots in Playa Hermosa
The land
Lots around Playa Hermosa range from hillside sites looking over the bay to flatter parcels further inland. Listings often leave the key questions open: one recent listing for a lot of about 4,137 m² near the beach described the ocean view as only potential, depending on a second floor, and left water availability for the buyer to verify.
The first 200 m from the high-tide line is the maritime zone (ZMT). Nothing can be built in the first 50 m, and the next 150 m can only be held by concession where a coastal plan is in force; foreign concession holders need 5 years of legal residency. We confirm with the Municipalidad de Carrillo which rules cover the specific stretch of beach.
Toward Playa Panamá, land inside the Polo Turístico Golfo de Papagayo is managed by the ICT and the 2026 Sala IV case is still open. For a private home we usually recommend titled land outside the Polo and outside the 200 m zone, and our land and construction consulting reviews title, plan and access before you commit.
Water in Playa Hermosa
Water has been a local issue for years. In September 2016 residents formed the Playa Hermosa Water Emergency Committee over low supply and water that often tasted of salt, and AyA responded with tanker trucks and wells in Sardinal connected to the network serving Hermosa and Panamá. The Las Trancas aqueduct, built by AyA with the ICT, later added 120 liters per second for Trancas, Playa Panamá, Playa Hermosa and the Papagayo zone.
Supply is still tight. In 2024 Sardinal was one of the districts around which ASADAs had no technical feasibility for new water permits, and the IMN expects up to 50% less rain in the North Pacific through March 2027. Through our consulting we get the water availability letter in writing before you buy; the consulting fee is credited to your build if you go ahead, while surveys and soil studies are paid separately and are not credited. We also design storage tanks and rain capture into the home.
Permit checklist for Playa Hermosa
Not sure a lot will get a permit and a water letter? Our land consulting checks it before you buy, and the consulting fee (not surveys or soil studies) is credited to your build if you go ahead with us.
- Building permit from the Municipalidad de Carrillo
- Water availability letter from AyA or the ASADA that serves the lot
- ZMT check: public zone, concession area and any coastal plan for that stretch
- Status of the Sala IV case for any land inside the Polo Turístico Golfo de Papagayo
- Slope, drainage and retaining design for hillside lots
- Any well plans checked against SENARA limits on the Sardinal and Playa Panamá aquifers
Why build in Playa Hermosa
A short airport transfer
Liberia airport is about 30 to 35 minutes away on paved roads, which makes long weekends from North America practical.
A 3 km bay
The beach is lined with small restaurants and hotels, with the Condovac La Costa and Villas Sol resorts at the northern end.
Coco and Papagayo next door
Playas del Coco is about 10 minutes south for shops and services, and the Papagayo Peninsula, with its marina and resorts, lies to the north.
Our showroom is in Altos de Flamingo, further south on the Guanacaste coast. For the neighboring towns, see our pages on Playas del Coco and Papagayo. Custom homes in Playas del Coco Custom homes in Papagayo Permits and water letters

Questions about building in Playa Hermosa
Can I get water for a new home in Playa Hermosa?
Often, but confirm it before you buy. The area had serious shortages in 2016, the Las Trancas aqueduct added supply, and in 2024 Sardinal was again listed among districts with limited capacity for new permits. We get the water letter from AyA or the ASADA that serves the lot in writing first.
Does the Papagayo moratorium affect Playa Hermosa?
The April 2026 Sala Constitucional measures apply to the Polo Turístico Golfo de Papagayo, which includes Playa Panamá. In May 2026 the construction suspension was narrowed to projects using density and coverage compensation, while the tree-felling moratorium for hotel projects stayed in force. We confirm which rules apply to your lot before you buy.
How much does it cost to build a custom home in Playa Hermosa?
It depends on the lot, the slope, the construction system and the finishes. Our minimum construction budget is $350,000, before land, and we price each home once we have seen the site and the design.
How long does a build take?
Our homes typically take 5 to 8 months on site. Design, permits and the water letter come first, and on a hillside lot we also finish the slope and drainage engineering before construction starts.
