Custom home builder in Costa Rica's Central Valley
Decentra Homes designs and builds custom homes across the Central Valley, from Escazú and Santa Ana near San José to Atenas, Grecia and San Ramón in the western hills. Each canton runs its own permits and its own zoning plan, and water availability changes from one address to the next, so we confirm the water letter, zoning and slope on your lot before you buy. Construction starts at a $350,000 minimum budget, before land.

Building in the Central Valley today
The Central Valley is two markets. To the west of San José, Escazú and Santa Ana are established suburbs with gated communities, schools and shopping, about 20 minutes from downtown San José, which is itself about 20 minutes from Juan Santamaría airport (SJO). Further west, Ciudad Colón, Atenas, Grecia and San Ramón are hill towns with coffee land, larger lots and a cooler, rural feel.
Altitude sets the climate. Escazú's mean elevation is 1,129 m, Santa Ana sits at about 904 m and Atenas town at about 700 m, while the ridges above Grecia and San Ramón run higher and cooler. Many homes in the hill towns are built without air conditioning or heating.
What the region has in common is paperwork that changes by canton. Seven towns here answer to seven municipalities, each with a different zoning plan, and AyA, municipal systems and ASADAs (community water boards) all supply water in different places.
Central Valley towns compared
| Town | Municipality | Typical lots | Water | Zoning or coastal plan |
|---|---|---|---|---|
| San José | Municipalidad de San José | Urban infill, teardown and rebuild sites, mixed-use lots | AyA; 71% of 31 metro subsystems face seasonal deficits (2025) | Reglamentos de Desarrollo Urbano; mixed-use zone rules being rewritten |
| Escazú | Municipalidad de Escazú | Gated-community lots in San Rafael and Centro; hillside view lots in San Antonio | AyA, Oeste-Sur subsystems | Plan regulador of 2004, last amended October 2025 |
| Santa Ana | Municipalidad de Santa Ana | Gated communities and garden lots; hillside lots toward Salitral | AyA, Oeste-Sur subsystems | New plan regulador in force since October 5, 2026 |
| Ciudad Colón | Municipalidad de Mora | Town lots; hillside sites toward El Rodeo | AyA; upper Mora rated red in 2021 | Mora plan of 1993, amended 2001 and 2008 |
| Atenas | Municipalidad de Atenas | Hillside lots and gated developments | AyA in the central district; ASADAs elsewhere | No cantonal plan regulador (INVU, May 2026) |
| Grecia | Municipalidad de Grecia | Ridge lots toward Poás; lower town lots | Municipal system or local ASADA | Cantonal plan regulador; zone confirmed by uso de suelo |
| San Ramón | Municipalidad de San Ramón | View lots in Magallanes and Piedades Sur | AyA; new aqueduct reported finished June 2026 | No plan regulador in force (INVU, May 2026) |

Land and lots in the Central Valley
Near San José, most lots are inside gated communities or are infill sites. In San José itself large residential lots are rare, and a rebuild or a full renovation of an existing house is often the better route. In Escazú, San Rafael and Escazú Centro are mostly condominium lots, while San Antonio, high in the Cerros de Escazú, has larger hillside view lots. Santa Ana offers garden lots on the valley floor and in Pozos, with hillside lots toward Salitral.
In the western valley, land is on hillsides and ridges. Atenas has gated developments such as Roca Verde, Vista Atenas, Lomas al Paraíso and Hacienda Atenas. In Grecia most expat homes sit on five ridges that run toward Poás Volcano. In San Ramón, Magallanes is popular for its views of the Gulf of Nicoya but is windy for much of the year.
Protected land matters at the top of the valley. The Cerros de Escazú Protected Zone covers 71.65 km² and is managed by SINAC, and Escazú's plan adds its own hill and riverbank protection zones. Inside any gated community, the condominium or HOA rules add to the municipal requirements.
Water letters and permits by municipality
The water letter is the first document we ask for, because the metro area is short of water in places. In 2021 AyA rated the high zones of Escazú, Santa Ana and Mora red, meaning no new availability letters there. In February 2025 AyA said 71% of its 31 metro subsystems face deficits at certain times of year, and that the Oeste-Sur group serving Escazú and Santa Ana should reach a surplus fastest.
West of the metro area, the supplier depends on the district. AyA serves most of central Atenas and ASADAs serve its other districts. Grecia is split between the municipal system and ASADAs, so two neighboring ridges can get different answers. In San Ramón, AyA said in June 2026 that the new aqueduct was finished and ready for provisional delivery.
Zoning is just as varied:
- Santa Ana put a new plan regulador into force on October 5, 2026, so new projects need a land-use certificate issued under the new plan.
- Escazú works under its 2004 plan, amended several times, most recently in October 2025.
- Mora, which covers Ciudad Colón, still uses a 1993 plan with partial amendments in 2001 and 2008. Ciudad Colón is not in the San José municipality.
- Atenas and San Ramón are on INVU's May 2026 list of cantons without a plan regulador, so we confirm land use directly with the municipality.
Plans then go through the CFIA before the municipal permit. Our permits and water letters team prepares and follows the full file.
Climate and construction considerations
The rainy season runs roughly May to November, and in San Ramón rain typically arrives in the early afternoon. Most Central Valley lots are on slopes, so drainage, retaining walls and a soil study come before the floor plan. In October 1985 a rain-triggered rockslide on Cerro La Cruz contaminated an Escazú water intake, a reminder that hillsides here move.
Earthquakes are the main structural load. Every home we build is engineered to the Costa Rican seismic code, CSCR 2010 Revision 2014, which remains the code in force while the CFIA prepares the 2025 edition.
We build in concrete, hybrid and steel. Reinforced concrete is our default for most valley homes and for retaining structures. A hybrid pairs a concrete base with a lighter upper structure, which helps on steep lots. Our prefabricated galvanized steel frames, cut to the plans at our facility, can lighten loads on hillside foundations. On exposed ridges such as Magallanes, we also design roofs and glazing for the wind. See our construction systems.
What a Central Valley home costs
These are our own construction figures for the Central Valley, before land:
- Basic finish: about $700 per m²
- Mid-range: about $1,000 per m²
- Upper mid-range: $1,000 to $1,200 per m²
- Luxury: $1,500 to $1,800 per m²
- Ultra luxury: $1,800+ per m²
A pool runs about $2,500 per m² of pool, all-in: excavation and grade work, the shell, the finish and the filtration system. LED lighting and other custom features add to that depending on the design. Design and plans run about 5.5% to 6% of construction value under the CFIA fee schedule, and we plan a 10 to 15% contingency.
On steep lots, retaining walls and drainage are priced from the soil study, and condominium design rules can affect finishes and materials.
Our minimum construction budget is $350,000 USD, before land. Our cost to build guide sets out fees and extras.
Getting there: SJO airport and road access
Juan Santamaría International Airport (SJO) serves the whole region. It is about 20 minutes from downtown San José, and Escazú is within about 20 minutes of downtown. Ciudad Colón is about 30 minutes from the airport, Atenas about 20 km, and Grecia and San Ramón each about 45 minutes by car.
Route 27 runs west from San José past Ciudad Colón and Atenas toward the Pacific port of Caldera. In April 2026 MOPT cut its planned widening to a first phase from Escazú to Atenas, pending Comptroller approval. Route 1 runs along the south edge of San Ramón; in October 2025 a landslide destroyed about 100 m of it between San Ramón and Esparza, and trucks were rerouted via Route 27.
Our work in the Central Valley
Casa Escazú is a complete home renovation we delivered in Escazú, with custom joinery, kitchens and bathrooms throughout. It shows the level of finish we bring to Central Valley homes. See more in our portfolio, or compare the valley with the coast on our Guanacaste and Arenal pages.
Consulting before you buy in the Central Valley
Every consultation is with a CFIA-licensed engineer and architect with over 20 years of experience. Our construction consulting covers lot selection and pre-purchase checks, builder and budget review, owner's representative site inspections and progress reports, development feasibility, cost and cash-flow projections and design review. It is available anywhere in Costa Rica for any build size, from $300 per hour or quoted by job specifications.
For a lot you are about to buy, our land and construction consulting brings the survey, soil study, zoning, access and water letter together in a written report. If you build with us, the consulting fee is credited to your construction; topographic surveys, soil studies and other studies are paid separately and are not credited.
Our showroom is in Altos de Flamingo, Guanacaste, and we build across Costa Rica with the same team. Message us on WhatsApp at +506 8733-2930 or email info@decentrahomes.com.

Building in the Central Valley region: questions
How much does it cost to build a house in the Central Valley?
Construction runs about $700 per m² for a basic finish, about $1,000 mid-range, $1,000 to $1,200 upper mid-range, $1,500 to $1,800 luxury and $1,800+ ultra luxury, before land. Our minimum construction budget is $350,000 USD, before land.
Which municipality issues my building permit?
The canton shown on the plano catastrado. Escazú, Santa Ana, San José, Atenas, Grecia and San Ramón each have their own municipality, and Ciudad Colón is handled by the Municipalidad de Mora, not San José.
Is water available for new homes in Atenas and Grecia?
It depends on the supplier for the address. AyA serves most of central Atenas and ASADAs serve its other districts; Grecia is split between the municipal system and ASADAs. We get the availability letter for the specific lot before you buy.
Is it safe to build on steep Central Valley lots?
Yes, when the design starts from a soil study and slope engineering. We plan retaining walls and drainage for the rainy season and engineer the structure to the Costa Rican seismic code.
How far are Escazú, Santa Ana and Atenas from SJO airport?
Escazú is within about 20 minutes of downtown San José, and SJO is about 20 minutes from downtown; Santa Ana is just west of Escazú. Atenas is about 20 km from the airport along the Route 27 corridor.
Escazú or Atenas: which is better for a custom home?
Escazú gives you city services, schools and shopping within minutes, usually on a gated-community lot. Atenas offers a warmer, rural setting, larger hillside lots and a quieter pace. Our Escazú and Atenas pages compare zoning and water in detail.
