Building a home in Reserva Conchal: HOA rules, permits and costs
Reserva Conchal sits in Santa Cruz canton, so the building permit comes from Santa Cruz; first your plans must fit your enclave's rules and the lot needs written proof of water.
Reserva Conchal is in the Cabo Velas district of Santa Cruz canton, Guanacaste, not in Carrillo, so the building permit for a home there comes from the Municipalidad de Santa Cruz. Before that, your plans have to fit the rules of the neighborhood your lot belongs to inside the resort, and the lot needs written proof of water. Construction is a separate budget from the lot: at our 2026 rates, about $1,000 per m² for mid-range finishes up to $1,800 and more per m² for ultra luxury, before land.
This guide is general information, not legal advice. Have a Costa Rican attorney review the title, the condominium documents and any approvals that come with the lot.
Below: the canton question, what the resort includes, the homesite neighborhoods and how big their lots are, what is published about enclave and HOA rules, HOA fees, the desalination plant and water letters, the permit route, site conditions and a worked cost example.
Is Reserva Conchal in Santa Cruz or Carrillo?
Santa Cruz. Reserva Conchal gives its address as Playa Conchal, Cabo Velas, and Cabo Velas is a district of Santa Cruz canton whose villages include Matapalo, Brasilito, Conchal and Flamingo (Wikipedia, Cabo Velas District). Lot listings inside the resort give the location as Cabo Velas, Santa Cruz, Guanacaste (KRAIN, Guayacán Real Lot 1 listing), and water industry reports on the resort's desalination plant place it in Santa Cruz as well (Water Online, November 2015).
It is an easy mix-up, because Carrillo canton, home to Playas del Coco and Sardinal, borders Santa Cruz. The difference matters for three reasons:
- Permits and fees. Your building permit and its fee are handled by the Municipalidad de Santa Cruz.
- Zoning. No regulatory plan is in force in the canton yet; Mayor Jorge Arturo Alfaro has said he expects a coastal and urban plan by the first quarter of 2027, followed by public consultation (Teletica, July 19, 2026). Until then, national law and the resort's own documents set the rules.
- Engineering. Santa Cruz is seismic zone IV in the Costa Rican Seismic Code and wind zone IV in the CFIA wind guidelines, the same as Carrillo, so the structural basis does not change, but the permit office does.

Homesites and neighborhoods in Reserva Conchal
The resort has been developed in phases since 2002, when the 62 Bougainvillea condominiums were built, with single-family homesites released in several enclaves. Reserva Conchal's own development timeline lists these homesite releases:
| Year | Neighborhood | Homesites |
|---|---|---|
| 2005 | Melinas | 12 lots with mountain and golf views |
| 2010 | Llama del Bosque | 41 single-family homesites |
| 2013 | Cortez Amarillo | 5 lots |
| 2020 | Cocobolo | 5 lots at the community's highest point |
| 2021 | Ceibo | 10 homesites |

| 2023 | Guayacán Real | 10 ocean-view homesites |
| 2025 | Laurel | 27 forest-view homesites |
Source: Reserva Conchal real estate page, checked November 3, 2026.
Lot sizes vary a lot. Laurel lots run from 702 m² to 1,835 m² (Reserva Conchal), a Guayacán Real lot is listed at 1,499 m² (KRAIN listing, updated September 2022) and a Melinas lot at about 3,388 m² (Dominical Realty listing, checked November 3, 2026). Reserva Conchal listed Laurel lots from $645,000 and Guayacán Real homesites from $1,075,000 when we checked on November 3, 2026.
Laurel, Sauco and Guayacán Real lots are marketed with no building time limit (Reserva Conchal Laurel page, checked November 3, 2026; KRAIN, November 2022, for Sauco; KRAIN Guayacán Real Lot 1 listing, September 2022). That lets you buy now and build later, but confirm it in the deed and the reglamento rather than the brochure. If you would rather not design at all, the resort also sells turnkey homes, such as the 28 residences of Sanara Phase II; this guide is about building your own.
Reserva Conchal enclave rules: what is published
Reserva Conchal does not post architectural guidelines or a plan review procedure on its public website, and its master plan is released only after you fill in a form (Reserva Conchal). What the record shows:
- Each enclave has its own architecture. Solaris is tropical contemporary, Bougainvillea has a Spanish colonial design, and the W Residences were designed by Costa Rican architect Ronald Zürcher (KRAIN, 2022).
- Some homesites are sold with "approved architectural plans" for a single-family residence (Dominical Realty listing, Melinas 11, checked November 3, 2026). If your lot comes with plans, ask who approved them, when, and whether the approval transfers to you.
Documents to request before you make an offer
- The master plan and the site plan of your enclave.
- The condominium reglamento and any design guidelines for that enclave, with the date of the latest revision.
- Who reviews house plans for that enclave, since no public document names the reviewer.
- Setbacks, height, site coverage, roof and material rules for the specific lot, and whether tree removal needs approval.
The general documents for any gated community, such as the budget, special assessments and contractor rules, are listed in our guide to building inside a gated community in Costa Rica, which also explains how a reglamento works under Costa Rican condominium law.
Reserva Conchal HOA fees: what they cover
HOA fees in Reserva Conchal "typically cover security, water, garbage, reserves, and shared amenities," budgets are set every year, and the amount varies by neighborhood and property type (KRAIN FAQ, June 2026). No official fee table is published, so ask for the current budget of the enclave you are buying into.
Club access is a separate line. The Beach Club requires a membership (Dominical Realty listing, checked November 3, 2026), and KRAIN gives annual family golf rates starting around $3,600 plus tax with no initiation fee (KRAIN FAQ, June 2026).
Water in Reserva Conchal: the desalination plant and your water letter
Reserva Conchal built what was reported as Costa Rica's first seawater desalination plant, and the published figures for it depend on the date. In September 2015 the resort said the plant would produce 23 liters of drinking water per second, with AyA regulating the quality of the water (Q Costa Rica, September 11, 2015). In November 2015 the equipment supplier described two containerized units of 500 m³ a day each, 1,000 m³ a day in total, ordered to reduce use of the local aquifer, until then the source of both irrigation and drinking water (Water Online, November 10, 2015). When the plant opened on July 22, 2016, it was reported as an investment of about $2 million with a capacity of 23 liters per second (La Voz de Guanacaste, August 24, 2016). 1,000 m³ a day works out to about 11.6 liters per second, so the 2015 and 2016 figures do not match; ask the HOA for the plant's current output if it matters to you. Seawater is drawn 230 m from the beach at a depth of 6 m (The Costa Rica News, December 24, 2017).
Desalination is itself regulated: a company planning a plant files for environmental viability with SETENA and then requests a water concession from the Dirección de Agua, which decides how much may be taken (La Voz de Guanacaste, August 2016). On the other side of the cycle, the resort says its two wastewater treatment plants process 100% of the wastewater from the hotels and residential communities, and the treated water irrigates landscaping and the golf course (Reserva Conchal sustainability page).
For your house, water still has to be proven on paper. CFIA lists water availability and wastewater disposal among the mandatory Ministerio de Salud documents for plan registration (APC documentary requirements). Semanario Universidad (June 10, 2026), citing 2024 data from UNA's Obtur, names Cabo Velas, the district of Flamingo, Conchal and Playa Grande, among the areas where water associations lacked capacity for new water permits. Ask the seller and the HOA who issues the water availability letter for your lot and get it before closing. Our water letter guide lists what the letter should contain.
Permits for a Reserva Conchal home
The file follows the usual order for a home in a Santa Cruz gated community: written approval from your enclave, water availability and a wastewater solution that matches what the resort's treatment plants provide, registration of the plans by a CFIA-licensed architect and engineer on CFIA's APC platform, and finally the building permit from the Municipalidad de Santa Cruz once the file is complete and the fee is paid. If your lot comes with approved plans, check before closing that they still match the current enclave rules and municipal requirements.
Our permits and water letters service prepares and follows that file.
Site conditions that shape a Reserva Conchal design
- Forest lots versus the heights. Laurel lots sit among trees, while Guayacán Real is in the heights of the resort and Cocobolo at its highest point. Under the CFIA wind guidelines, speed-up on hills is added only when the site meets set conditions for height and slope (section 3.3), so an elevated lot needs the engineer to check that factor, along with the views and the retaining walls.
- Salt. A lot close to Playa Conchal and a forest lot further inland have different exposure to salt air, so have the engineer set the corrosion category for the actual lot before specifying metalwork, windows and AC units.
Cost to build a house in Reserva Conchal
We price by finish level, before land. For a 400 m² home:
| Finish level | Rate per m² | 400 m² home |
|---|---|---|
| Mid-range | about $1,000 | about $400,000 |
| Upper mid-range | $1,000 to $1,200 | $400,000 to $480,000 |
| Luxury | $1,500 to $1,800 | $600,000 to $720,000 |
| Ultra luxury | $1,800 and up | $720,000 and up |
Example: an upper mid-range 400 m² home ($400,000 to $480,000) plus a 40 m² pool at about $2,500 per m² all in ($100,000) is $500,000 to $580,000 of construction. Design and plans add about 5.5% to 6% under the CFIA fee schedule ($27,500 to $34,800), and a 10% to 15% contingency adds $50,000 to $87,000, for about $577,500 to $701,800 before the lot. Plan review fees, HOA construction deposits and utility connections are extra and set by the community.
Most of our homes take 5 to 8 months on site once the permit is issued. Town-by-town factors for the wider area are in cost to build in Nosara, Tamarindo, Santa Teresa and Uvita.
