Surveying land in Guanacaste before a development

Development and infrastructure construction in Costa Rica

Gated communities, subdivisions, roads and water systems, from feasibility and permits to construction, for developers, landowners and communities.

Minimum construction budget $350,000 USD, before land

The infrastructure decides what a development can sell: roads, water and drainage come first.

We build the infrastructure that turns land into a development: internal roads, drainage, water systems, utilities and the common areas of gated communities and condominiums. Then we build the homes and buildings on the lots.

With SIM SRL, our CFIA-registered partner company, we worked on the civil infrastructure for the seawater desalination plant at Hacienda Pinilla in Guanacaste, under the direction of our head of construction, Sergio Cerceño. It is the kind of water infrastructure that makes coastal developments possible where wells and the public supply cannot keep up.

We can also source land: we work directly with landowners and have a large network across Costa Rica. Design and construction are CFIA-licensed under SIM SRL (CFIA registration CC-10880).

How a development project runs

  1. Feasibility

Title, zoning, water, access, topography and soil, plus a concept layout, cost plan and schedule. See our development feasibility studies.

  2. Master plan and engineering

Lot layout, roads, drainage, water and wastewater, power and common areas, engineered to the municipal and national rules.

  3. Permits

SETENA environmental viability, water concessions or availability letters, municipal approvals for the subdivision or condominium, and CFIA plans.

  4. Infrastructure

Earthworks, roads, drainage, water and utility networks, built in phases to match your sales plan.

  5. Buildings

Homes, clubhouses and amenities on the finished lots, by the same team.

What we build

  • Gated communities and condominiums

Entrance, perimeter, internal roads, utilities and common areas such as pools and clubhouses.

  • Subdivisions and lots

Lot layout, roads, drainage and utility connections so each lot can be sold ready to build.

  • Roads

Access roads, internal roads, culverts and drainage, in gravel, asphalt or concrete.

  • Water systems

Wells, storage tanks, distribution networks and civil works for treatment and desalination plants.

  • Stormwater and wastewater

Drainage, retention and wastewater treatment sized to the development.

  • Public and community works

Civil works for communities and municipalities. Public contracts are awarded through public procurement (SICOP), and we can discuss scope with you.

Permits that shape a development

Most of a development's schedule is set by its permits. We start them early and run them in parallel with engineering.

  • SETENA environmental viability
  • Water availability letter or concession (Dirección de Aguas)
  • Municipal subdivision or condominium approval
  • INVU and municipal zoning rules
  • CFIA-registered plans
  • Road connection approval

Questions about development and infrastructure

Do you build gated communities?

Yes. We build the infrastructure of gated communities and condominiums, including roads, utilities and common areas, and then the homes on the lots.

Do you build roads?

Yes. We build access roads, internal roads, culverts and drainage for developments, commercial sites and private properties.

Have you built water infrastructure?

Yes. With SIM SRL, we worked on the civil infrastructure for the seawater desalination plant at Hacienda Pinilla in Guanacaste. We also build wells, storage tanks and water networks for developments.

What permits does a development need in Costa Rica?

Usually SETENA environmental viability, a water availability letter or concession, municipal approval for the subdivision or condominium under INVU and local zoning rules, and CFIA-registered plans. We confirm the list for your land during feasibility.

Can you find land for a development?

Yes. We work directly with landowners and have a large network across Costa Rica, so we can source a site that suits your project and check it before you buy.

Do you work on public projects for municipalities?

Public works in Costa Rica are awarded through public procurement on SICOP. Talk to us about the scope and we will tell you how we can take part.

Is financing available?

Yes, through a third-party lending partner, for qualified clients. Ask us on WhatsApp and we will put you in touch.
