Custom home builder on the Nicoya Peninsula
Decentra Homes builds custom homes on the Nicoya Peninsula, from Santa Teresa and Montezuma at the southern tip to Nosara and Sámara on the Guanacaste side. The peninsula is split between two provinces and two permit offices, Cóbano and Nicoya, and water letters are the main bottleneck, so we confirm the water source, the coastal plan and the coverage limit before you buy. Construction starts at a $350,000 minimum budget, before land.

Building on the Nicoya Peninsula today
The Nicoya Peninsula is surf country on rough roads. Santa Teresa and Montezuma, at the southern tip, are in Puntarenas province and answer to the Concejo Municipal de Distrito de Cóbano, a district council with its own budget and planning commission. Nosara and Sámara, further north, are in Guanacaste province and answer to the Municipalidad de Nicoya. They also appear on our Guanacaste page.
A bill to make Cóbano its own canton passed first debate in October 2024 but had not had its second debate as of January 2025, so the district council remains the permit office.
Across the peninsula, the same three questions decide a lot: where the water comes from, which coastal or buffer rules apply, and how much of the lot you can cover.
Nicoya Peninsula towns compared
| Town | Municipality | Typical lots | Water | Zoning or coastal plan |
|---|---|---|---|---|
| Santa Teresa | Concejo Municipal de Distrito de Cóbano (Puntarenas) | Hillside ocean- and jungle-view lots; flat lots along the main road | Supply has lagged growth; aquifer data contested in 2023 | Cóbano coastal plans; 25% coverage in the low-density zone |
| Montezuma | Concejo Municipal de Distrito de Cóbano (Puntarenas) | Hillside lots above the village; land toward Cabuya | Asada de Montezuma | Cabuya-Montezuma coastal plan (La Gaceta, September 2016) |
| Nosara (Guanacaste) | Municipalidad de Nicoya | Hillside ocean-view and jungle lots in Guiones and Pelada | ASADA letters; new permits interrupted repeatedly since 2020 | No plan regulador; Ostional buffer: 50% coverage, 9 m or 12 m height |
| Sámara (Guanacaste) | Municipalidad de Nicoya | Hillside lots above town; flat lots outside the maritime zone | ASADA; no feasibility for new permits in 2024 | Coastal plan status confirmed per lot |
Land and lots on the Nicoya Peninsula
Santa Teresa is a narrow coastal strip with one main beach road and steep jungle hills behind it. Hillside ocean-view lots need erosion control: SETENA noted a sediment slide at a Cóbano project in 2023 before its erosion measures were finished. Montezuma has hillside lots above the village and land along the road south to Cabuya, near Cabo Blanco, Costa Rica's first protected area.
In Nosara, most lots are hillside ocean-view or jungle lots in Guiones and Pelada, in a 1960s subdivision that left overlapping titles, so title review matters. Beachfront is largely off-limits because of the refuge and greenbelt. Sámara has hillside lots above town and toward Playa Carrillo, plus flat in-town lots outside the maritime zone.
Water letters and permits by municipality
Cóbano (Santa Teresa and Montezuma). Infrastructure has lagged growth in Santa Teresa, and in a 2023 court challenge residents said SENARA had no validated data on the coastal aquifer. The Asada de Montezuma supplies that village. We confirm the supplier and the letter for each lot.
Nicoya (Nosara and Sámara). In 2020 AyA barred about 30 Nicoya ASADAs, including Playas de Nosara and Garza, from issuing letters for new construction. Playas de Nosara's suspension was lifted in March 2022, but in 2024 Nosara and Sámara were again among the ASADAs without feasibility for new permits (Semanario Universidad, June 2026). SENARA regulates drilling in Sámara's aquifer.
Our advice is the same everywhere here: do not buy without a water availability letter for that lot. Our permits and water letters team can prepare the application.
Maritime zone, coastal plans and refuges
The maritime zone applies on every beach: 50 m public, then 150 m by concession only under a coastal plan in force. Cóbano administers its coast through coastal plans; the Santa Teresa plan caps coverage at 25% in its low-density residential zone, and the Cabuya-Montezuma plan was published in La Gaceta in September 2016. The Peñón de Ario plan, covering north Santa Teresa, was challenged in two Sala IV cases admitted in 2023. In 2024 the Procuraduría told Cóbano it cannot grant or renew concessions on forest or wetland.
In Nosara, the Ostional refuge buffer rules cover 5 km inland: 50% maximum coverage, 9 m height in the first kilometer and 12 m beyond, and no exterior lights visible from the beach. The Sala Primera made the regulation final on June 4, 2026.
Climate and construction considerations
The peninsula has a real dry season, roughly mid-December to April, and a rainy season that peaks from mid-August to December, when roads can wash out and many businesses close. Gravel roads are very dusty in the dry months.
That shapes the build: erosion control and drainage on every slope, water storage and rainwater capture, salt-air hardware near the beach, and a schedule that moves heavy deliveries into the dry season. We build in concrete, hybrid and steel. Reinforced concrete is our default for foundations and for most homes. A hybrid suits steep Santa Teresa lots. Our prefabricated galvanized steel frames resist rust in salt air and arrive cut to the plans, which cuts trips on long supply routes. See our construction systems.
What a Nicoya Peninsula home costs
These are our own construction figures for the Nicoya Peninsula, before land:
- Basic finish: about $700 per m²
- Mid-range: about $1,000 per m²
- Upper mid-range: $1,000 to $1,200 per m²
- Luxury: $1,500 to $1,800 per m²
- Ultra luxury: $1,800+ per m²
A pool runs about $2,500 per m² of pool, all-in: excavation and grade work, the shell, the finish and the filtration system. LED lighting and other custom features add to that depending on the design. Design and plans run about 5.5% to 6% of construction value under the CFIA fee schedule, and we plan a 10 to 15% contingency.
Ferry crossings and long hauls add freight time for materials, and low coverage limits shape the footprint you can build; we plan both from the start.
Our minimum construction budget is $350,000 USD, before land. Our cost to build guide sets out fees and extras.
Getting there: airstrips, ferry and roads
Santa Teresa is about 4 hours from Liberia (LIR) by road, or about 6 hours from SJO by road. Many people take the Puntarenas to Paquera ferry, about 1.5 hours, then drive about 1 hour. The Tambor airstrip is about an hour from Santa Teresa and about 30 minutes from Montezuma.
Nosara has a domestic airstrip served by SANSA, and most of its roads are gravel. Sámara is on Route 150, paved since 2006, about 2 to 2.5 hours from Liberia airport, with an airstrip at Playa Carrillo about 5 km away.
Our work on the Nicoya Peninsula
We built Villa Pochote, a 4-bedroom, 320 m² home in Punta Islita on the Nicoya coast, between Sámara and the southern tip. Our showroom in Altos de Flamingo, on the Playa Flamingo side of Guanacaste, is open by appointment. See more in our portfolio.
Consulting before you buy in the Nicoya Peninsula
Every consultation is with a CFIA-licensed engineer and architect with over 20 years of experience. Our construction consulting covers lot selection and pre-purchase checks, builder and budget review, owner's representative site inspections and progress reports, development feasibility, cost and cash-flow projections and design review. It is available anywhere in Costa Rica for any build size, from $300 per hour or quoted by job specifications.
For a lot you are about to buy, our land and construction consulting brings the survey, soil study, zoning, access and water letter together in a written report. If you build with us, the consulting fee is credited to your construction; topographic surveys, soil studies and other studies are paid separately and are not credited.
Our showroom is in Altos de Flamingo, Guanacaste, and we build across Costa Rica with the same team. Message us on WhatsApp at +506 8733-2930 or email info@decentrahomes.com.

Building in the Nicoya Peninsula region: questions
Who issues building permits in Santa Teresa and Montezuma?
The Concejo Municipal de Distrito de Cóbano, in Puntarenas province. It is not the Municipality of Nicoya or Santa Cruz, and a bill to make Cóbano its own canton was still pending in 2025.
Can I get a water letter in Nosara or Santa Teresa?
Sometimes, but not everywhere. Nosara ASADAs have had new letters suspended repeatedly since 2020, and Santa Teresa supply has lagged growth. We confirm the letter for your lot in writing before you buy.
How much of my lot can I build on?
It depends on the plan. The Santa Teresa coastal plan caps coverage at 25% in its low-density residential zone, and the Ostional buffer rules in Nosara cap it at 50%. We check the limit for your lot first.
Are Nosara and Sámara on the Nicoya Peninsula or in Guanacaste?
Both. They are on the peninsula, in Guanacaste province, and the Municipalidad de Nicoya issues their permits.
How do materials and crews get to Santa Teresa?
By road from Liberia, about 4 hours, or across the Gulf of Nicoya on the Puntarenas to Paquera ferry. We plan deliveries around the ferry and the dry season.
How much does it cost to build on the Nicoya Peninsula?
Construction runs about $700 per m² basic, about $1,000 mid-range, $1,000 to $1,200 upper mid-range, $1,500 to $1,800 luxury and $1,800+ ultra luxury, before land. Our minimum construction budget is $350,000 USD, before land.
