How to build a house in Costa Rica while you live abroad
Yes, you can build a house in Costa Rica without living here during construction. Under the Constitution, foreigners have the same individual rights as Costa Ricans, with the exceptions the law sets. What replaces your presence on site is a system: a CFIA-licensed design and build team, a limited power of attorney for the signatures that need a person in the country, milestone payments released only against proof, and regular photo and video updates. Decentra Homes builds this way for owners in the USA, Canada and Europe. Our minimum construction budget is $350,000 USD, before land.

Can you build in Costa Rica from abroad?
Yes. Article 19 of the Costa Rican Constitution gives foreigners the same individual and social rights as citizens, with the exceptions that the Constitution and the laws set. In practice, a foreign owner can buy titled land and build on it without residency.
The main exception that matters for building is the maritime zone on the coast, where land is held by concession rather than title and foreigners face extra conditions. We cover that on our feasibility page, and we check it on every coastal lot before you commit.
Most guides tell you to move here for the build. You do not need to. You need three things in place: a licensed team that is legally responsible for the work, a person who can sign for you when a signature is needed, and a payment process that never pays ahead of the work.
The remote build process, step by step
Every step below runs on video calls, shared files and WhatsApp. The column on the right shows when your presence is useful.
| Step | What happens | Do you need to be here? |
|---|---|---|
| 1. Discovery call | Budget, size, finish level and timing on a video call | No |
| 2. Land review or land sourcing | Title, survey plan, land use, water availability, access and slope | Recommended, not required |
| 3. Design | Our CFIA-licensed architect presents plans and 3D models on screen; you comment between calls | Optional, one sign-off visit helps |
| 4. Permits | CFIA registration of plans, municipal permit, water letter and SETENA where it applies | No; signatures go through your representative |
| 5. Contract and payment schedule | Fixed scope, milestones, what proof comes before each payment | No; signed electronically or by your representative |
| 6. Construction | Typically 5 to 8 months on site | Optional mid-build visit |
| 7. Handover | Walkthrough, punch list, keys and documents | Recommended |
We confirm the design and permit timeline after the land review, because it depends on the municipality, the water letter and whether an environmental review applies. See permits and water letters and architectural design for how those steps run.

How many trips do owners usually make?
There is no fixed number, and some owners never come until the keys are ready. The pattern we see most often is three to four short trips:
- Lot visit: to walk the land and see the views and access in person before you buy. If you already own the lot, we can review it for you and send drone and ground footage.
- Design sign-off: a visit to our showroom in Altos de Flamingo, Playa Flamingo, to see materials and finishes and meet the team.
- Mid-build: optional, often when the structure and roof are up and the rooms can be read in real space.
- Handover: a walkthrough of the finished house and the punch list.
This is typical, not a promise. Everything between those visits happens on video.

Power of attorney for building in Costa Rica
Some documents need a signature from a person in Costa Rica, such as a land purchase or a mortgage. A power of attorney (a poder) lets someone you trust sign for you. Costa Rican law has several kinds, and the choice matters:
- Poder especial: covers only the acts written in the document. It is the usual choice for a build, because you decide exactly what your representative can do.
- Poder general: limited to management acts, such as looking after assets and collecting what you are owed.
- Poder generalísimo: the broadest power, which can buy, sell and mortgage your property unless the document limits it. It is recorded in the National Registry.
A power that affects registered property has to be granted by public deed (escritura pública) before a notary. If you sign from abroad, you can sign at a Costa Rican consulate, where you must appear in person. Documents issued in a country that belongs to the Hague Apostille Convention, such as the United States and Canada, are recognized in Costa Rica with an apostille instead of consular legalization.
Our advice: give a special power with a clear list of acts and an end date, and do not give a builder a broad power over your property. Your own independent Costa Rican attorney should draft it and confirm which version the Registry or your bank will accept. Decentra Homes does not give legal advice.
How to pay your builder from the US, Canada or Europe
Most owners pay by international wire in US dollars. The rule that protects you is simple: you never pay ahead of the work.
Your contract sets out milestones. Each payment is released only when that stage is done, and only after you receive proof:
- dated photos of the finished stage
- a video walkthrough of the site
- a sign-off from the licensed professional who inspected the work
| Typical milestone | Proof before payment |
|---|---|
| Design and permits | Plans registered and permit issued |
| Foundations | Photos, video, inspection sign-off |
| Structure | Photos, video, inspection sign-off |
| Roof and enclosure | Photos, video, inspection sign-off |
| Systems and finishes | Photos, video, inspection sign-off |
| Handover | Walkthrough and agreed punch list |
A retention, a share of each payment held back until handover, gives you leverage to get the punch list closed. We agree the retention in the contract. Changes to the scope go in writing with a price before the work starts, so the budget only moves when you approve it.

How often you get progress reports
Decentra sends regular photo and video updates through the whole build, with what was done, what comes next and any decision we need from you. You get them in a WhatsApp group with your project manager, so you can ask a question the same day.
The record does not depend only on us. In Costa Rica, the professionals responsible for a construction must log their site visits in the CFIA digital logbook (bitácora digital), with the date, the state of the work, findings and instructions. That logbook is the official record of the project and can be used as evidence in a complaint against a professional.
Time zones and communication
We agree a regular call time that suits your time zone, whether you are in North America or Europe. We write in English, keep decisions in writing, and send files to a shared folder you can open from anywhere.
What it costs to build (before land)
These are Decentra's current construction figures per square meter, before land:
| Finish level | Cost per m2 |
|---|---|
| Basic | about $700 |
| Mid-range | about $1,000 |
| Upper mid-range | $1,000 to $1,200 |
| Luxury | $1,500 to $1,800 |
| Ultra luxury | $1,800+ |
Pools are about $2,500 per m2 of pool, all-in, with LED lighting and custom features on top. Design and plans run about 5.5% to 6% of construction value under the CFIA fee schedule, and we plan a 10 to 15% contingency. Our minimum project budget is $350,000 USD in construction, before land. Financing is available through a third-party lending partner for qualified clients.

Risks of building remotely and how to avoid them
| Risk | How to avoid it |
|---|---|
| Paying for work that is not done | Milestone payments only against photos, video and an inspection sign-off |
| A builder with no licensed professional responsible | Ask for the CFIA registration of the plans and the name of the professional in charge |
| No water for the lot | Get the water availability letter before you buy, not after |
| A broad power of attorney in the wrong hands | Use a special power with a list of acts and an end date |
| Budget creep | Fixed scope, written change orders with a price, and a contingency |
| Silence for weeks | Agree in the contract how updates are sent and who answers |
Water deserves its own line. AyA rejected 22% of the water capacity requests it received in 2023, for reasons that included no pipe in front of the property and not enough water. On the Guanacaste coast, 22 community water systems (ASADAs) did not have the technical capacity to approve new connections in 2024, many of them around Playas del Coco, Tamarindo, Potrero and Flamingo. We check this on every lot through our land and construction consulting.

Build from abroad questions
Can a foreigner build a house in Costa Rica without residency?
Yes. Article 19 of the Constitution gives foreigners the same individual rights as Costa Ricans, with exceptions set by law. You can own titled land and build on it without residency. Land in the maritime zone is held by concession and has extra conditions.
Do I need to be in Costa Rica during construction?
No. With a licensed team, a special power of attorney for local signatures, milestone payments against proof and regular photo and video updates, you can follow the build from home. Most owners still visit a few times.
How many trips will I need to make?
Typically three to four: a lot visit, a design sign-off, an optional mid-build visit and the handover. Some owners make fewer. It is a common pattern, not a requirement.
What should a power of attorney for my build cover?
A special power (poder especial) that lists only the acts your representative needs, with an end date. Avoid giving a builder a broad power over your property. Have your own Costa Rican attorney draft it.
Can I sign a power of attorney outside Costa Rica?
Yes. You can sign at a Costa Rican consulate in person, and documents from Hague Convention countries such as the US and Canada are recognized with an apostille. Your attorney confirms which version the Registry or bank accepts.
How do I pay my builder from the US or Canada?
Usually by international wire in US dollars, in milestones. Each payment is released only after dated photos, a video walkthrough and an inspection sign-off for that stage, with a retention held until handover.
How long does it take to build a house in Costa Rica?
With Decentra, construction typically takes 5 to 8 months on site once permits are in hand. Design and permit time depends on the lot, the municipality and the water letter, so we confirm it after the land review.
What is the minimum budget to build with Decentra Homes?
Our minimum project budget is $350,000 USD in construction, before land. Consulting has no minimum and is available anywhere in Costa Rica from $300 per hour.
