Primary bedroom at Casa Escazú, a renovation we completed in nearby Escazú

Custom home builder in Ciudad Colón

In Ciudad Colón, Mora’s 1993 plan regulador sets the zoning, and AyA water availability, tight in the canton’s upper zones, is the first thing we check on any lot.

Building a custom home in Ciudad Colón today

Ciudad Colón is the head town of Mora, the canton west of Santa Ana whose eastern side rises into the foothills of the Cerros de Escazú. It sits at about 840 m, directly off Route 27, with a small-town feel and a lower cost of living than Santa Ana or Escazú.

New homes here have been built on former cattle pasture and coffee fields, and the United Nations University for Peace sits about 6 km into the hills. We design and build new homes, and we renovate existing ones: Casa Escazú is a full renovation we completed in nearby Escazú.

Land and lots in Ciudad Colón

  • The land

Lots range from sites close to the center to hillside land toward El Rodeo and the foothills of the Cerros de Escazú. Much of it was cattle pasture or coffee before homes were built.

Mora’s plan regulador dates from 1993, with partial amendments in 2001 and 2008, according to INVU data reported in May 2024. We get the uso de suelo certificate from the Municipalidad de Mora before design starts, so you know the zone and what it allows.

Lots next to rivers or protected forest can carry setbacks that reduce the buildable area, so we check them early in due diligence.

  • Water in Ciudad Colón

Ciudad Colón is on AyA. In 2021 AyA rated the upper parts of Mora red, meaning no new availability letters there, and residents have reported repeated outages since.

AyA’s 2025 investment list included a pumping line from wells to the Brasil de Santa Ana tank, with hydraulic improvements for Ciudad Colón. Availability is decided address by address, so we confirm the letter for the specific lot before you buy and plan water storage where it makes sense.

Permit checklist for Ciudad Colón

Not sure a lot will get a permit and a water letter? Our land consulting checks it before you buy, and the consulting fee (not surveys or soil studies) is credited to your build if you go ahead with us.

  • Building permit from the Municipalidad de Mora
  • Uso de suelo certificate under Mora’s plan regulador
  • AyA water availability letter for the address
  • Plans approved through the CFIA before the municipal permit
  • Setback check near rivers and protected forest
  • Condominium or HOA design rules inside gated communities

Why build in Ciudad Colón

  • Close to Escazú and Santa Ana

Ciudad Colón is about 25 minutes from San José and 30 minutes from the airport, with a lower cost of living than its eastern neighbors.

  • An international neighbor

The United Nations University for Peace has its campus in the hills just outside town, and its students and faculty come from many countries.

  • Quick to the Pacific

Route 27 runs past town, and Pacific beaches are about an hour away by car.

We also build in neighboring Santa Ana and in Escazú, where Casa Escazú shows the level of finish we deliver in the Central Valley. Custom homes in Santa Ana Custom homes in Escazú Casa Escazú renovation
