Custom home builder in Montezuma

In Montezuma and Cabuya, permits come from Cóbano's own district council, and forest cover, rivers and the coastal plan decide where a home can go.

Minimum construction budget $350,000 USD, before land

Building a custom home in Montezuma today

Montezuma is a small village near the southern tip of the Nicoya Peninsula, 8 km south of Cóbano and about 41 km from the Paquera ferry dock. Waterfalls, rivers and beaches surround it, and the road south leads to Cabuya and the Cabo Blanco reserve, Costa Rica's first protected area.

The area is part of the district of Cóbano in Puntarenas province, which runs its own Concejo Municipal de Distrito. Many lots sit on steep hillsides, so the first step on any lot is to confirm title, forest status and access before design starts.

Getting to Montezuma

Montezuma is about 6 hours from San José, including the Puntarenas to Paquera ferry, and the nearest airport is the Tambor airstrip, about 30 minutes away by car. From Paquera, Route 160 runs about 17 miles past Tambor before the turn into town, and the village is 8 km south of Cóbano.

Land and lots in Montezuma and Cabuya

  • The land

Many properties around Montezuma sit on steep, unpaved hillside roads above the village, with more land along the road to Cabuya. The beach and the first 200 m behind it are maritime zone land, held by concession rather than title.

ICT lists the Cabuya-Montezuma coastal plan as approved, published in La Gaceta No. 184 on September 14, 2016. In late 2024 the Procuraduría General de la República told the Cóbano council it cannot grant or renew concessions on land with forest or wetland cover, which is state natural heritage managed by SINAC. A concession lot with trees on it therefore needs a forest status check before you rely on it.

For these reasons we focus on titled land. Through our land and construction consulting we review the title, the forest status, the access road and the slope before you buy. The consulting fee is credited to the build if you go ahead; surveys and soil studies are paid separately and are not credited.

  • Water and site planning in Montezuma

The Asada de Montezuma supplies drinking water to the village, and the Ministry of Health reviews its lab results every six months. In 2024 residents commissioned private tests and raised water quality questions, so we confirm supply in writing for your lot and design filtration and storage into the home.

The dry season runs from mid-December to April. From May to August there are afternoon storms, and mid-August to December is very rainy, when many local businesses close. Hillside lots need drainage and erosion control designed for that rain, and we schedule materials around the ferry and the dry months.

Permit checklist for Montezuma

Not sure a lot will get a permit and a water letter? Our land consulting checks it before you buy, and the consulting fee (not surveys or soil studies) is credited to your build if you go ahead with us.

  • Building permit from the Concejo Municipal de Distrito de Cóbano
  • Title study to confirm the lot is titled and outside the 200 m maritime zone
  • For concession land: zoning under the Cabuya-Montezuma coastal plan
  • Forest status check, since forested land is state natural heritage and cannot be held by concession
  • Water availability letter from the Asada for the specific lot
  • Delivery plan for materials and crews via the Puntarenas to Paquera ferry

Why build in Montezuma

  • Waterfalls in the village

The Montezuma waterfalls drop down a series of tiers along a river just outside town, with a swimming pool at the base.

  • Next to Cabo Blanco

Cabo Blanco became Costa Rica's first protected area in 1963 and covers 12.7 km2 of land and 17.9 km2 of sea at the tip of the peninsula.

  • A quiet, nature-first village

Montezuma keeps a relaxed, bohemian character and is less touristy than many other parts of the country.

Santa Teresa is in the same Cóbano district on the other side of the peninsula, and Sámara is further north on the Nicoya coast. Custom homes in Santa Teresa Custom homes in Sámara Permits and water letters Land and construction consulting

Questions about building in Montezuma

Who approves building permits in Montezuma?

The Concejo Municipal de Distrito de Cóbano, a district council that handles building permits and the maritime zone for Montezuma, Cabuya and Santa Teresa. We prepare and file the permit set with it for you.

Can I buy concession land with forest on it in Montezuma?

That is risky. The Procuraduría General de la República said in 2024 that the Cóbano council cannot grant or renew maritime zone concessions on forest or wetland land. We check forest status and title before you commit.

How much does it cost to build a custom home in Montezuma?

It depends on the lot, the slope, the construction system and the finishes. Our minimum construction budget is $350,000, before land, and we price each home once we have seen the site and the design.

How long does a build take in Montezuma?

Our homes typically take 5 to 8 months on site. Title, forest and water checks, design and permits come first, and materials arrive by the Paquera ferry, so we plan deliveries for the dry season.
