Building a custom home in Avellanas and Playa Negra today
Avellanas and Playa Negra are surf beaches on the same stretch of coast, about 30 minutes south of Tamarindo past Hacienda Pinilla. From Avellanas the road runs about 1.5 km to Playa Lagartillo and on to Los Pargos, the village behind Playa Negra. There is no town center: restaurants such as Lola's and small hotels are spread along dirt roads.
On August 11, 2025 the Municipality of Santa Cruz demolished five structures inside the 50 m public zone at Playa Avellanas under a court order. On any lot close to the beach, title and maritime zone status are the first things we check.

Getting to Avellanas and Playa Negra
Avellanas is about 1.5 hours by car from Liberia airport (LIR) and about 30 minutes south of Tamarindo. The road via Villarreal is partly paved to the Hacienda Pinilla turnoff, then dirt for the last stretch; a 4x4 is not required but high clearance is advised.
As a custom home builder in Costa Rica, we build here from our showroom in Altos de Flamingo, with our crews on site for the length of your project. You can visit any time by appointment.
Land and lots in Avellanas and Playa Negra
The land
Many listed lots here are 1,000 m² or more. Listings include a one-hectare lot near Avellanas described as gentle, build-ready ground with a registered well, and 1,000 m² lots around Playa Negra on ASADA water. Hacienda Pinilla, about 1,800 ha just north of Avellanas, has its own water association.
The 2025 demolitions followed a November 15, 2023 administrative court ruling that ordered the eviction of everyone occupying the public zone. The mayor said one business on the beach holds a municipal concession. Behind the 50 m public zone, the next 150 m can only be held by concession, and foreign holders need 5 years of legal residency.
Santa Cruz has no canton-wide regulatory plan yet; the mayor targets a coastal and urban plan for the first quarter of 2027. Until then we check title, maritime zone, access and any HOA rules for the specific lot through our land and construction consulting.
Water in Avellanas and Playa Negra
Supply is local and varies by lot. Playa Negra has a public system serving most homes and businesses, alongside private wells. Inside Hacienda Pinilla, the ASADA Malinches de Pinilla runs the water system and in 2018 opened a solar-powered well producing 3.5 liters per second.
In 2024 ASADAs around the Tamarindo and Cabo Velas districts were among those without technical feasibility for new permits, and the IMN expects up to 50% less rain in the North Pacific through March 2027. We confirm the water source and the availability letter, or a valid concession for any existing well, in writing before you buy. The consulting fee is credited to your build if you go ahead; surveys and soil studies are paid separately and are not credited.

Why build in Avellanas and Playa Negra
A famous right-hand break
Playa Negra's rock reef produces right-hand barrels that Bruce Brown's The Endless Summer II made known worldwide, and it is reasonably consistent all year.
Space and quiet
With no town center and businesses spread along the road, the area stays uncrowded, and many listed lots are 1,000 m² or more.
Services within reach
Tamarindo is about 30 minutes away for banks, shops and restaurants, and fiber internet of up to 200 Mbit/s is available around Playa Negra.
Tamarindo, about 30 minutes north, is where most residents go for services, and Huacas sits on the paved route toward our showroom in Altos de Flamingo. Custom homes in Tamarindo Custom homes in Huacas Land and construction consulting

Questions about building in Avellanas and Playa Negra
Can I build on the beach in Avellanas?
Not in the first 50 m from the high-tide line, which is public zone. In August 2025 Santa Cruz demolished five structures there under a court order. The next 150 m is concession land with its own rules, so most custom homes go on titled land further back.
How do homes in Avellanas and Playa Negra get water?
Through an ASADA or public system, or a permitted private well, depending on the lot. Inside Hacienda Pinilla the ASADA Malinches de Pinilla supplies water. We confirm the source and get the water letter in writing before you buy.
Are the roads to Avellanas and Playa Negra paved?
Partly. The road from Villarreal is paved, with potholes, to the Hacienda Pinilla turnoff and then turns to dirt. You do not need a 4x4, but high clearance helps, and we schedule heavy deliveries around the rains.
How much does it cost to build a custom home in Avellanas or Playa Negra?
It depends on the lot, the construction system and the finishes. Our minimum construction budget is $350,000, before land, and we price each home once we have seen the site and the design.
