Building a custom home in Potrero and Brasilito today

Potrero and Brasilito are working beach villages on either side of Playa Flamingo. Potrero is about 5 minutes north of Flamingo on a calm bay, with the Surfside neighborhood near the beach and the older village further along Route 911. Brasilito is about 10 minutes south of Flamingo, a compact town around a plaza, with Playa Conchal five minutes away.

Water service here comes from several providers, AyA and a few local water associations (ASADAs), and availability varies from one lot to the next. Some lots already hold a water letter, while some providers have had limited capacity for new connections in recent years, so we confirm water in writing before you buy.

Getting to Potrero and Brasilito

Brasilito is about 50 minutes from Liberia airport (LIR), and Potrero is about 5 minutes north of Playa Flamingo. North of Potrero, Route 911 toward Playas del Coco is narrow, slow and prone to seasonal flooding.

As a design-build home builder in Costa Rica, we build here from our showroom in Altos de Flamingo, with our crews on site for the length of your project. You can visit any time by appointment.

Land and lots in Potrero and Brasilito

  • The land

Most building land here is low and fairly flat, from sea level to about 25 m, between the beach, estuaries and dry forest. Listings range from lots of around 500 m² one block from the beach in Surfside to larger lots in gated communities such as Catalina Cove in Brasilito.

Beachfront land is tightly enforced. On October 22, 2024 the Municipality of Santa Cruz demolished two restaurants and a bar facing Playa Brasilito, stating they stood on public beach land. The first 50 m from the high-tide line is public zone where nothing can be built, and the next 150 m can only be held by concession, with 5 years of legal residency required for foreign holders.

Santa Cruz has no municipal regulatory plan yet. The mayor said in July 2026 that a coastal and urban plan is expected in the first quarter of 2027, followed by public consultation. Until then we work from national rules, the maritime zone and any HOA rules, and check each lot through our land and construction consulting.

  • Water in Potrero and Brasilito

Both villages draw on small coastal aquifers, so water is managed carefully. New private wells have not been permitted in the Brasilito-Potrero aquifer since 2016, and supply comes from AyA and local ASADAs such as Playa Potrero, Surfside and Lomas del Pacífico. AyA's 2023 action plan for the Potrero aquifer proposes new wells and sources to meet demand in the coming years.

Because capacity differs by provider, the water letter is the first document we check. Some lots come with one already; for others we confirm with the provider before you commit. We get the availability letter in writing before you buy, and our consulting fee is credited to your build if you go ahead (surveys and soil studies are paid separately).

Permit checklist for Potrero and Brasilito

Not sure a lot will get a permit and a water letter? Our land consulting checks it before you buy, and the consulting fee (not surveys or soil studies) is credited to your build if you go ahead with us.

  • Building permit from the Municipalidad de Santa Cruz
  • Water availability letter from AyA or the ASADA that serves the lot
  • No new private well where the Brasilito-Potrero aquifer ban applies
  • Maritime zone check for any lot near Playa Potrero, Brasilito or Conchal
  • HOA or condominium design rules in gated communities
  • Current zoning confirmed while the 2027 plan is pending

Why build in Potrero and Brasilito

  • Real villages

Brasilito has a plaza with pickup soccer, family-run sodas and fishing boats on the sand; Potrero's older village has a soccer field, school and church.

  • Beaches in every direction

Playa Conchal is next to Brasilito, and Penca, Prieta, Danta and Dantita are a short drive north of Potrero.

  • Close to our work

Our showroom is in Altos de Flamingo, between the two villages, where you can see finished homes and meet the team.

We built Casa Dos Hermanas and Casa de Acero in Altos de Flamingo, right between Potrero and Brasilito, and our showroom is there too. Casa Dos Hermanas Casa de Acero Custom homes in Playa Flamingo Custom homes in Huacas

Questions about building in Potrero and Brasilito

Can I get a water letter for a lot in Potrero?

It depends on the lot and who serves it. Water here comes from AyA and several ASADAs, and some have had limited capacity for new connections in recent years, so some lots have a letter and others do not yet. We confirm the provider and get the letter in writing before you buy.

Can I drill my own well in Potrero or Brasilito?

New private wells have not been permitted in the Brasilito-Potrero aquifer since 2016, so water comes from AyA or an ASADA and the water letter is the key document.

Is beachfront land in Brasilito safe to buy?

Be careful. In October 2024 the municipality demolished three beachfront businesses at Playa Brasilito that it said stood on public beach land. The first 50 m is public, and the next 150 m is concession land, so we check where a lot sits before you make an offer.

How much does it cost to build a custom home in Potrero or Brasilito?

It depends on the lot, the construction system and the finishes. Our minimum construction budget is $350,000, before land, and we price each home once we have seen the site and the design.
