Building a custom home in Puerto Viejo today

Puerto Viejo de Talamanca is on the low-lying southern Caribbean coast, with beach villages running south to Cocles, Playa Chiquita, Punta Uva and Manzanillo. The coast is lowland rainforest, and the mountains behind Cocles hold the Kéköldi indigenous territory.

The land picture is more complex here than on the Pacific. The Gandoca-Manzanillo refuge, the maritime zone, the Kéköldi territory and a water deficit all shape where and how you can build.

Land and lots in Puerto Viejo

  • The land

Most custom-home sites are flat jungle lots inland from the beach road, with some hillside lots behind Cocles and Playa Chiquita. Land on the coast falls in the maritime zone (ZMT), and some titles overlap indigenous territory or former refuge land.

The Gandoca-Manzanillo Mixed Wildlife Refuge dates from 1986. Law 9223 of 2014 removed coastal land including Punta Cocles, Playa Chiquita and Punta Uva, but the Sala IV partly struck it down in 2019, and on March 12, 2025 it suspended Talamanca permits and concessions on 20.1 ha of forest in the refuge’s ZMT.

Around Cocles, the Kéköldi Bribri territory was created by law in 1977, and a 2021 Registry annotation froze titles there. A bill filed in April 2026 would remove 2,471 ha from the territory, but it is not law. Our title study covers the refuge, the ZMT and Kéköldi together.

  • Water in Puerto Viejo

AyA’s Hone Creek to Puerto Viejo system had demand of 100.69 L/s against 79 L/s of supply in 2021, and an AyA document reported in August 2023 said it was not issuing new availability letters there. A pump failure in May 2023 also required tanker deliveries.

Through our land and construction consulting, we check the current position with AyA for your lot before you buy, and lots with an existing connection or their own legal water source are much easier to build on. The consulting fee is credited to the build if you go ahead; surveys and soil studies are paid separately and are not credited.

Permit checklist for Puerto Viejo

Not sure a lot will get a permit and a water letter? Our land consulting checks it before you buy, and the consulting fee (not surveys or soil studies) is credited to your build if you go ahead with us.

  • Building permit from the Municipalidad de Talamanca
  • Water availability confirmed in writing, or a legal water source on the lot
  • Title study against the Gandoca-Manzanillo refuge, the ZMT and the Kéköldi territory
  • Check of Sala IV rulings and Registry annotations affecting the property
  • Current zoning, since the Sala IV ordered a consultation on the Caribe Sur coastal plan in September 2025
  • Design for year-round lowland humidity, ventilation and drainage

Why build in Puerto Viejo

  • Caribbean culture and beaches

Puerto Viejo combines Caribbean culture, beaches and lowland rainforest.

  • A different weather rhythm

Late July to October is often the best weather on the Caribbean, with August especially dry, while the Pacific is in its rainy season.

  • Parks on both sides

Cahuita National Park lies just north and the Gandoca-Manzanillo refuge to the south.

We also build further up the Caribbean coast in Limón, and our consulting service checks water and title before you buy. Custom homes in Limón Land and construction consulting

Questions about building in Puerto Viejo

Can I get water for a new home in Puerto Viejo?

Water is the main constraint. AyA reported a deficit in the Hone Creek to Puerto Viejo system and said in 2023 that it was not issuing new availability letters there. We confirm the current position for your lot, and lots with an existing connection or their own legal source, such as a concessioned well, are much easier to build on.

How do I know a Cocles or Punta Uva lot is buildable?

Check whether it falls in the Gandoca-Manzanillo refuge, the maritime zone or the Kéköldi indigenous territory. Sala IV rulings in 2019 and 2025 and a 2021 Registry freeze affect some properties, so the title study needs to cover all three.

How much does it cost to build a custom home in Puerto Viejo?

It depends on the lot, the slope, the construction system and the finishes. Our projects start at $350,000, and we price each home once we have seen the site and the design.

How long does a build take?

Our homes typically take 5 to 8 months on site. Design and permits come first, and in Puerto Viejo the water and title checks deserve extra lead time.
